Job description

Overview

Parsons is looking for an accomplished leader to take charge of welfare and wellbeing for a major giga-project in the Tabuk area. This senior role focuses on shaping and running programs that protect the physical, mental, and social wellbeing of a large multinational workforce, while ensuring the project meets high standards for safety, dignity, compliance, and quality of life.

The position calls for someone who can connect strategy with day-to-day delivery, work effectively with senior stakeholders and regulators, and build a culture of care across a complex construction environment.

Key Responsibilities

  • Set the overall welfare and wellbeing strategy for the project and keep it aligned with international expectations and Vision 2030 priorities.
  • Lead the planning and running of worker accommodations, medical services, food and nutrition, recreation, and mental health support.
  • Build strong audit and monitoring systems to ensure contractors and subcontractors meet welfare targets, labor requirements, and human rights standards.
  • Act as a key advisor during workforce issues, grievances, and health-related concerns, and drive timely resolution plans.
  • Work closely with client leaders, public authorities, PMC teams, and external auditors to share welfare performance data and promote a strong care culture.
  • Introduce practical, data-led wellbeing initiatives, digital healthcare ideas, and cultural integration efforts that improve morale and retention.

Required Background

  • A bachelor’s degree in Human Resources, Sociology, Public Health, Psychology, Construction Management, or a similar discipline.
  • A master’s degree or professional credentials such as NEBOSH, IOSH, or CIPD are strongly preferred.
  • At least 20 years of progressive experience in workforce welfare, industrial relations, human rights compliance, or HSE-related leadership.
  • Demonstrated experience managing welfare operations on very large infrastructure, heavy civil engineering, or remote giga-projects valued at over $10 billion.
  • Prior work experience in the Middle East, especially the GCC region, is essential.
  • Strong knowledge of Saudi labor regulations and the dynamics of managing multinational labor populations is an advantage.
