Role Overview

The Head of Safety and Compliance is responsible for the comprehensive development and execution of Nevoya's safety and regulatory compliance framework. This key leadership position oversees adherence to DOT, FMCSA, and state safety regulations for drivers and fleet operations. The role demands strategic insight to build, expand, and direct a compliance function as the fleet expands, including setting policies, developing processes, and establishing a compliance team. The role also serves as the top authority on regulatory risks within the company and represents the organization at the executive leadership level.

Key Responsibilities

• Define and lead Nevoya's overall safety and compliance policies and standards across all operational regions.
• Create and manage a team dedicated to driver qualification, safety operations, and fleet compliance management.
• Supervise drug and alcohol testing programs, including randomized testing and Clearinghouse program management.
• Lead audit strategies for driver qualification records, vehicle documentation, and fleet files to maintain continuous audit readiness.
• Act as primary contact for all DOT, FMCSA, and CHP audits, inspections, and handling of citations.
• Oversee compliance programs related to hours-of-service and electronic logging devices, manage platform strategy and relationships with vendors.
• Manage insurance strategies including broker partnerships, certificates of insurance, claims escalations, and risk management procedures.
• Establish and monitor key performance indicators tied to safety, compliance adherence, and audit results.
• Develop scalable corrective action plans and safety training initiatives tailored to fleet growth.
• Report to operations leadership on safety risks, trends, and recommended actions.
• Collaborate with finance, legal, and operations teams on regulatory and insurance risk, as well as investment in compliance areas.
• Represent Nevoya with regulators, insurance companies, and external audit bodies as the senior safety and compliance executive.

Candidate Profile

• 10 to 15+ years’ extensive experience in fleet safety and DOT compliance, including leadership or establishment of a compliance function.
• Proven ability to develop and govern safety and compliance strategies for carriers, with experience supporting fleet scaling.
• Deep knowledge of DOT, FMCSA, and CHP regulatory requirements, audit protocols, and documentation practices.
• Experience managing or forming teams for compliance operations within fleet management.
• Demonstrated history of direct engagement with regulators and auditors on behalf of an organization.
• Proficient with driver qualification files, vehicle inspection records, driver vehicle inspection reports, ELD systems (preference for Samsara), and Clearinghouse programs at scale.
• Strong executive communication skills to convey strategic risk assessments and compliance updates to senior leaders.
• Highly organized, balancing strategic oversight with detailed problem resolution.
• Must hold a valid driver's license and be prepared to travel to operational sites including terminals.
• Willingness to travel to Texas locations (Dallas, Houston) with potential quarterly visits to California for safety meetings.

Preferred Qualifications

• Experience establishing safety and compliance functions from early or scaling stages in an organization.
• Knowledge of IFTA reporting standards.
• Experience with Samsara or comparable fleet management software across multiple terminals.
