Job Overview
The Head of Human Resources for the KSA branch will be accountable for overseeing the formulation and application of HR and administrative policies that align with the bank’s overall business strategy and goals. This role demands effective management of HR operations and providing expert consultative support to senior leadership on all personnel-related matters.
Key Responsibilities
- Align the HR strategy of the overseas branch with the Group HR and bank-wide strategic objectives to successfully meet annual KPIs.
- Keep abreast of global best practices in HR management and suggest improvements to help reach organizational goals.
- Maintain an updated dashboard with HR metrics and regularly report to Group HR.
- Ensure compliance with SAMA regulations concerning hiring, transfers, off-boarding, and reporting, addressing issues promptly.
- Design and recommend HR programs that bolster employee morale, wellbeing, and retention while promoting organizational values.
- Efficiently manage the HR budget to fulfill business needs.
- Support organizational continuity through succession planning, talent development, and acquisition.
- Advise management on sensitive issues including disciplinary actions and terminations, involving legal counsel when required.
- Prepare and secure approval for the annual branch staff cost budget; monitor and control expenditures.
- Review and propose enhancements to compensation and benefits aligned with best practices and organizational strategy.
- Oversee HR operational functions such as payroll, settlements, insurance schemes, staff loans, expatriate work permits, visas, contract renewals, and social insurance.
- Implement and monitor HR systems complying with statutory laws while delivering cost-effective services.
- Establish and review internal HR controls, policies, and procedures ensuring regulatory compliance and mitigating risk.
- Update HR policies and procedures to maintain compliance with labor law and regulatory bodies.
- Ensure HR key performance indicators support organizational KPI frameworks.
- Drive performance management systems to meet cyclical goals ensuring alignment of individual KPIs with branch KPIs.
- Manage reward programs uniformly across the branch and make informed recommendations.
- Identify learning and development needs, coordinate with HR Head Office to plan training and allocate budgets.
- Support talent development through training plans to improve readiness for succession and encourage career growth.
- Design an optimal organizational structure facilitating operational efficiency and clear reporting lines.
- Manage job descriptions, evaluations, and employee grading to ensure clear responsibilities and appropriate role placement.
- Foster internal communication to promote a positive and engaged workplace culture.
- Assist in manpower planning and budget proposals in coordination with functional heads aligned with regulator requirements.
- Oversee outsourcing contracts ensuring alignment with legal and business requirements.
- Coordinate with procurement and property teams on facilities management and vendor contracts to optimize services and costs.
- Ensure maintenance of contract records and timely vendor payments.
- Implement cyber security controls in partnership with CISO to protect systems from unauthorized access and manage data backup processes.
- Assign personnel to collaborate with cyber security teams in system process management and incident response.
- Set performance goals and KPIs for HR team members, providing coaching and overseeing compliance.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Finance, or related discipline mandatory.
- Master’s degree in HR, Finance, Business Administration, Economics, or related field is advantageous.
- Professional certification such as CIPD is desirable.
- A minimum of 5 to 6 years of banking experience, including 3 years in a comparable HR leadership role.
