About The Treasury

The Treasury Te Tai Ōhanga aims to create a prosperous future for New Zealand and its citizens by serving as the government's economic and financial advisor. The organisation's expert team tackles the nation's most significant and interconnected challenges daily, advising Ministers, Crown CEOs, and government decision-makers to help shape New Zealand's future.

The Strategy and Executive Services Division, part of the Enabling Services Group, supports the Secretary and Executive Leadership Team by setting strategic directions, managing organisational priorities, and overseeing ministerial and external relationships. It partners with Treasury's business groups on planning, performance, communications, and engagement to ensure effective delivery across the organisation.

Role Overview

This fixed-term position until June 2027 presents a unique opportunity to influence one of New Zealand's leading public sector organisations. The Treasury is initiating a transformative programme to enhance its capacity to address emerging national challenges over the coming decades. The newly established Enterprise Transformation Team will accelerate vital transformation efforts and foster organisational capabilities for innovation and change.

As the Head of Enterprise Transformation, you will guide Treasury’s transformation agenda by collaborating with senior leaders to focus efforts on initiatives that will significantly impact the organisation's future effectiveness. Your role transcends basic continuous improvement; you will rethink how essential functions—such as Budget processes, performance management, investment oversight, and economic analysis—are conducted. Digital tools, data, and AI will serve as key enablers rather than the core strategy itself.

You will act as a catalyst by helping leaders clearly define challenges, experiment with new methods, generate evidence, and make informed enterprise-wide decisions. While individual business units retain accountability for delivery, you will foster environments conducive to successful transformation.

Key Responsibilities

  • Establish and lead the new Enterprise Transformation Team to catalyse organisation-wide change.
  • Drive and refine Treasury's transformation strategy, prioritising efforts with the highest organisational value.
  • Reimagine critical workflows and identify significant opportunities for organisational improvement.
  • Support senior leaders in making focused choices, prioritising investments, and managing trade-offs.
  • Develop Treasury’s long-term capabilities in transformation, innovation, and continuous development.
  • Coordinate collaboration across departments to align workforce capabilities, governance, funding, data, technology, and operational models.
  • Build trusted partnerships and provide constructive challenges to elevate ambitions and strengthen outcomes.

Candidate Profile

The ideal candidate is a seasoned transformation leader experienced in complex settings who thrives on resolving challenging organisational problems. You will possess strategic insight, intellectual curiosity, and the ability to influence without relying on hierarchical authority.

You are adept at engaging senior leaders, fostering experimental approaches, questioning conventional practices, and guiding others through change. Your motivation is driven by facilitating meaningful improvements in organisational performance and impact.

  • Proven track record leading organisation-wide transformation or significant change initiatives in complex environments.
  • Strong strategic judgement with experience advising senior executives on priorities, trade-offs, and enterprise-level decisions.
  • Exceptional problem-definition skills and confidence to challenge assumptions and reframe issues prior to solution development.
  • Experience designing, piloting, and scaling innovative approaches to improve organisational effectiveness, leveraging digital tools and AI.
  • Excellent stakeholder management and influencing capabilities, including leadership without formal authority.
  • Demonstrated people leadership in fast-paced, ambiguous, or complex environments, coupled with capability development to sustain change.
  • Outstanding communication skills with the ability to distill complex topics for diverse audiences.
  • Commitment to Te Tiriti o Waitangi principles and fostering inclusive, culturally sensitive communication.
  • A tertiary qualification in communications or a related field, or equivalent experience.
