Overview

The Head of Department for Volunteer Management at Singapore Red Cross is responsible for providing visionary leadership for volunteer and membership coordination. The role focuses on recruiting, engaging, retaining, and recognizing members and volunteers, while nurturing a robust volunteer ecosystem that supports humanitarian programs and services through training, development, and leadership pathways.

Key Responsibilities

  • Lead and implement the organisation’s Volunteer Management strategy aligned with national priorities and SRC’s objectives.
  • Innovate volunteer engagement approaches, including episodic, long-term, skills-based, and digital formats.
  • Manage volunteer deployment systems for efficient support to SRC services.
  • Evaluate and refine volunteer management processes to ensure effectiveness and impact.
  • Provide leadership, mentorship, and development opportunities to Volunteer Management team members.
  • Coach staff to align volunteer skills and interests with organisational needs.
  • Foster an inclusive, collaborative, and volunteer-focused culture within the department and across the organisation.
  • Develop structured volunteer pathways such as induction, training, mentoring, and leadership programs.
  • Collaborate with various departments to tailor training enhancing volunteer competencies for humanitarian efforts.
  • Lead recognition initiatives to boost volunteer motivation and retention.
  • Advance volunteer well-being and safeguard their experience within SRC.
  • Build and manage strategic partnerships with government bodies, NGOs, corporates, community, and educational institutions to enhance volunteer engagement and impact.
  • Represent SRC at national and international volunteerism forums to exchange best practices and foster collaboration.
  • Elevate the SRC volunteer brand and thought leadership in humanitarian volunteer management.
  • Supervise Volunteer Management Systems including membership databases and associated digital applications ensuring data accuracy, compliance, and confidentiality.
  • Utilize data insights for trend analysis, impact evaluation, and informed decision-making.
  • Prepare and deliver reports to senior management, Council, and stakeholders.
  • Ensure adherence to policies, governance protocols, and ethical standards in volunteer management.
  • Design and execute strategies to grow and diversify SRC’s membership across demographics.
  • Develop membership benefits and programs to increase loyalty, participation, and connection among members.
  • Coordinate with Marketing & Communications and Resource Development teams on membership campaigns and promotions.

Qualifications and Experience

  • University degree in Social Sciences, Human Resource Management, Community Development or related field.
  • Minimum of five years experience in volunteer management, social services, or humanitarian sectors with at least two years in a leadership or managerial capacity.

Skills and Competencies

  • Strong leadership, strategic planning, and organisational abilities.
  • Excellent communication skills including writing, speaking, and interpersonal engagement.
  • Proficiency in delivering presentations, facilitating groups, and preparing detailed reports.
  • High level of analytical thinking and problem-solving with capacity to innovate and adapt.
  • Comfortable working with volunteer management software and digital engagement tools.
