Overview
A prestigious opportunity exists for a Head of Delivery to join the Area-Wide Local Government Reorganisation (LGR) Programme team based in Winchester, England. This pivotal role offers leadership within one of the most significant local government transformation initiatives ever conducted in the region, impacting Hampshire and the Solent area through the establishment of new unitary authorities.
About the Programme
LGR is a government-driven initiative aimed at restructuring local councils and public service delivery to simplify governance, enhance service quality, increase accountability, and ensure long-term financial sustainability. The programme involves collaboration among 15 councils working to merge services under new authorities, emphasizing efficiency and integrated delivery.
Role Responsibilities
- Lead and strategise delivery activities across the comprehensive LGR initiative ensuring alignment with critical priorities, timelines, and "Day 1" readiness.
- Monitor progress of associated portfolios, programmes, and projects, ensuring they meet agreed milestones and dependencies.
- Identify and address challenges such as delays, unclear objectives, or risks that may impede successful outcomes.
- Coordinate cross-council delivery efforts to ensure regional and local activities remain synchronized.
- Manage leadership capacity including programme and project management resources, ensuring clear roles and responsive support.
- Report delivery status, risks, and mitigation measures effectively to senior governance bodies.
Candidate Profile
- Proven experience managing large-scale, complex transformation or implementation programmes.
- Previous leadership of senior delivery teams managing multiple portfolios or programmes.
- Solid understanding of programme integration, management of critical paths, and resolving interdependencies.
- Demonstrated influence and credibility with senior-level stakeholders across organisational boundaries.
- Strong leadership style capable of driving momentum, accountability, and confidence within ambiguous situations.
- Commitment to shaping the future of regional local government service delivery through impactful leadership.

Additional Information
This position is temporary until 31 March 2028 and entails 37 working hours per week. The workplace is primarily Elizabeth II Court, Winchester, with hybrid working flexibility. Travel within Hampshire may be required. Salary ranges between £82,339 and £92,410 per annum.
