About the National Screening Service (NSS)

The National Screening Service (NSS) is dedicated to delivering four national population-based screening programmes: cervical, breast, and bowel screening, along with detecting sight-threatening retinopathy in individuals with diabetes. Our core mission is to identify early signs of disease in healthy individuals, aiming to prevent illness, reduce disease complications, and ensure timely, effective treatment. We are committed to empowering people to make informed health decisions. Our strategic vision, outlined in the 'Choose Screening: Together we can make a difference' 5-year plan (2023-2027), focuses on saving lives and enhancing public health through population screening. The NSS also plays a crucial role in policy development and providing expert advice.

The Opportunity

This role offers the chance to contribute to a comprehensive work plan of communications projects and activities, directly supporting the NSS 'Choose Screening' strategy. The position also involves supervising assigned staff.

The Person - Professional Qualifications and Experience

This position is exclusively open to current employees of the HSE, TUSLA, Section 38 agencies, or statutory health agencies, as per WRC Agreement 161867.

Eligible candidates must meet the following criteria by the competition closing date:

  • Possess satisfactory experience as a Clerical Officer within the HSE, TUSLA, other statutory health agencies, or an organization providing services on behalf of the HSE under Section 38 of the Health Act 2004.

Alternatively, candidates may meet the following educational requirements:

  • Achieved a pass (Grade D) in at least five subjects in the Department of Education Leaving Certificate Examination, including Mathematics and either English or Irish. A Grade C or higher on higher-level papers in three of these subjects is required. Note: Passes in Ordinary or Higher-level papers are acceptable; foundation level papers are not. This applies to the Leaving Certificate Established or Vocational programmes; the Leaving Certification Applied Programme does not qualify.
  • Completed a comparable examination at an equivalent standard in another jurisdiction.
  • Hold a relevant third-level qualification of at least Level 6 on the National Qualifications Framework (QQI).

Additionally, all candidates must demonstrate the requisite knowledge, ability, and a high standard of suitability for the proper performance of the role. Candidates must also be fully competent, capable of undertaking the duties, and possess a health status indicating a reasonable prospect of regular and efficient service. Furthermore, candidates must be of good character.
