Government & Public Policy Expert

Overview

We are seeking experienced Government & Public Policy Experts to leverage their expertise in authoring, reviewing, and rigorously evaluating assignments across the entire policy and administrative lifecycle. This includes tasks such as policy analysis, memo preparation, regulatory drafting and compliance assessments, procurement and contract management, program and grants oversight, budgeting and appropriations, as well as legislative affairs.

Key Responsibilities

• Craft realistic scenarios and tasks based on professional experience, including policy option evaluations, decision memos, briefing documents, and issue overviews for senior leadership.
• Develop and critique regulatory deliverables such as proposed and final rule texts, preambles, regulatory impact analyses, responses to public comments, guidance materials, and compliance assessments aligned with statutes and regulations.
• Design procurement and contracting exercises grounded in practical application, including statement of work preparations, RFP creation, analysis of FAR and agency supplements, evaluation standards, source selection justifications, and contract management challenges.
• Construct program and grants management assignments covering funding opportunity announcements, application assessments and scoring, monitoring of subrecipients, performance evaluation, and reporting requirements.
• Prepare budget and appropriations related tasks such as budget justification documents, spending plans, reprogramming inquiries, apportionment matters, cost estimation, and fiscal law considerations including purpose, timing, and amounts.
• Compose legislative affairs content including bill analyses, fiscal impact statements, amendment tracking, testimony materials, and correspondence directed at constituents or stakeholders.
• Evaluate AI-generated outputs for accuracy, completeness, adherence to procedures, and compliance with authoritative guidance; identify subtle errors, unusual cases, and reasoning faults in AI models.
• Provide well-structured written explanations delineating why an answer is correct, insufficient, or incorrect and collaborate with the team to enhance evaluation criteria and quality standards in this subject area.

Candidate Profile

• Possesses more than three years of professional experience in government, public policy, or regulatory sectors.
• Experience across federal, state, local, tribal, or agency-related roles, including civil service, political appointments, legislative staff, regulatory bodies, public authorities, contractors, consultancies, think tanks, trade associations, advocacy groups, or in-house government or regulatory teams.
• Expertise in one or more specialized areas such as policy analysis, regulatory compliance and rulemaking, procurement and contracting (including FAR and RFP processes), program and grants coordination, budget and appropriations, or legislative affairs.
• Comprehensive understanding of the administrative process detailing how authority transitions from statute through regulation, guidance, and implementation, including awareness of the associated tradeoffs, limitations, and stakeholder influences.
• Exceptional written communication skills with the ability to articulate complex, nuanced arguments clearly and succinctly for decision-makers.
• Keen attention to detail, disciplined citation practices, and confidence in assessing the quality of others' outputs.
• Possession of relevant qualifications such as a Master in Public Policy (MPP), Master in Public Administration (MPA), Juris Doctor (JD), Certified Federal Contract Manager (CFCM), Certified Professional Contracts Manager (CPCM), Project Management Professional (PMP), or equivalent credentials is an advantage, though substantial practical experience is more critical.
