Job description
About CORDE
CORDE is a major horizontal infrastructure provider in the South Island. Its work brings together civil construction, three waters infrastructure, and regional asset maintenance, all coordinated from Rolleston and delivered throughout Canterbury and the wider area to support the roads, infrastructure, and public assets communities rely on each day.
Owned by Selwyn District Council, CORDE is a CCTO with a purpose centred on creating trusted connections that strengthen local communities. Its workplace culture is practical and values-led, shaped by three core ideas: trustworthiness (whakawhirinaki), collaboration (mahi tahi), and care for people and place (kaitiakitanga).
The organisation has grown strongly over the last five years and is now concentrating on strengthening internal capability across people, systems, and processes so it can support continued momentum and long-term success.
About the role
This newly created position follows a strategy refresh and a deeper assessment of what CORDE needs to increase revenue and deliver profitable growth. Reporting directly to the CEO, the General Manager Transformation & Business Services is responsible for leading CORDE’s strategy process from start to finish, while also overseeing the enabling functions as one coordinated team: Finance, HSEQ, People & Culture, Digital, and Portfolio Management.
The role will establish a shared services approach that helps convert strategy into delivery, improves process maturity across the organisation, and ensures the support functions are better aligned to the needs of operational teams. Alongside leadership responsibilities, the position also supports governance through Company Secretary duties, board committee activity, and board meeting actions.
This is a three-year fixed-term appointment designed as a concentrated transformation assignment. By the end of that period, the expectation is that lasting foundations will be in place, with future options to be discussed openly.
What you will bring
CORDE is looking for a person who is approachable, inclusive, and able to build capability rather than lead through command and control. The right candidate will gain trust quickly, have a clear and practical viewpoint, and be able to bring others along with them. Comfort working both at board level and on the ground with local teams is important.
Experience and background
- Extensive senior leadership experience across several corporate functions, ideally gained in horizontal infrastructure, construction, utilities, or other asset-intensive environments. Experience spanning both commercial and local government settings would be an advantage.
- A demonstrated ability to identify growth opportunities and turn them into results, including entry into new markets and development of new revenue streams.
- Strong capability in creating enterprise-wide strategy and converting it into a clear, sequenced delivery plan.
- Experience designing and embedding service delivery models, as well as improving process maturity across complex organisations.
- A history of coaching functional leaders and building their capability and strategic impact.
- Experience in portfolio and programme management.
- Board engagement experience, ideally including Company Secretary responsibilities or close involvement in governance and committee processes.
- A tertiary qualification in Business, Commerce, Law, Management, or a related discipline. A portfolio or project management certification would be beneficial.
