Overview

The World Bank Group invites applications for the role of Financial Management Specialist based in Freetown, Sierra Leone. This position offers the opportunity to contribute to significant development challenges by improving public financial management and strengthening fiduciary systems in the country. The appointment duration is two years under local recruitment terms.

Key Responsibilities

  • Collaborate as a core member within project teams, providing critical inputs on financial management throughout the project lifecycle in line with World Bank policies.
  • Advise on compliance with operational policies and oversee resolution of portfolio finance-related exceptions, enhancing country capacity for liquid financial management.
  • Contribute to governance assessments, engage in strategic discussions about public financial management and anti-corruption risks, and extend guidance to senior management roles.
  • Conduct systematic assessments of Sierra Leone's public financial management systems, including budget, accounting, and audit functions, assisting in the design of Program-for-Results (PforR) operations.
  • Provide financial management appraisals and capacity evaluations for developing project proposals and donor-supported operations (IPF, DPOs).
  • Monitor and review internal controls and reporting in active operations, collaborating with government and project teams to ensure adherence to fiduciary standards and risk mitigation.
  • Support governance-driven reforms, including tax administration, state-owned enterprises, and other public sector financial enhancements.
  • Contribute to knowledge sharing and regional public resource management initiatives.

Qualifications and Experience

  • Master's degree in economics, public financial management, accounting, finance, business administration, or related discipline.
  • At least five years of relevant professional experience in public financial management within international development organizations, government agencies, or accounting/auditing roles.
  • Comprehensive understanding of accounting principles and public financial management systems, with specific experience using IFMIS software in Sierra Leone.
  • Proven skills in analysis, problem solving, and effective communication.
  • Demonstrated ability to work in challenging environments affected by fragility or limited institutional capacity, tailoring financial management methods accordingly.
  • Professional fluency in English required.

Preferred Credentials

  • Professional accounting accreditation such as CPA or ACCA, preferably with full IFAC membership or commitment to obtain it.
