About the Role and Organization
You will serve as the Financial Management Lead Consultant working remotely from Nigeria, based primarily in Abuja, for a 12-month consultancy. This role is focused on supporting health-related financial management initiatives under international donor-funded projects, including GAVI and EU grants. The consultant will collaborate with health program teams, financial management units, and implementing partners to improve financial stewardship, accountability, and resource management within State Ministries of Health and Primary Health Care Development Agencies (PHCDAs).
Key Responsibilities
- Strengthen asset management through systematic registration, verification, tagging, and accountability mechanisms.
- Promote stakeholder collaboration to embed financial management reform in State Ministries of Health and PHCDAs.
- Conduct Training of Trainers (ToT) sessions to support the deployment and effective use of accounting software across finance units of Ministries of Health and PHCDAs.
- Lead financial planning and budgeting for the year 2027 to improve financial stewardship and optimize resource use in State PHCDAs.
- Build the capacity of partners in financial management through training, mentoring, and hands-on technical support.
- Enhance financial practices by implementing process improvements and focused capacity building for State and Local Government Area (LGA) PHCDA accounting teams.
- Create knowledge management systems to document and disseminate best practices and lessons learned in financial management.
Qualifications and Experience
- A minimum of a bachelor's degree in Social Sciences, Business Administration, Finance, Accounting, Audit, or related fields is required.
- Advanced qualifications such as a master's degree or professional accounting certifications (e.g., CPA, ICAN, ACCA) are advantageous.
- At least 7 to 10 years of progressive experience in financial management, accounting controls, and partnership management within donor-funded health programs.
- Experience supporting donor-funded programs from organizations such as GAVI, EU, Global Fund, or World Bank is preferred.
- Familiarity with working alongside government institutions and sub-national agencies, especially State PHCDAs, is beneficial.
Skills and Competencies
- Comprehensive knowledge of financial management principles, budgeting, reporting, and internal control systems.
- Expertise in donor compliance, grant administration, and public financial management systems.
- Strong analytical capabilities, capacity-building skills, and stakeholder engagement experience.
- Fluency in English, with strong report writing and presentation abilities.
- Effective communication skills to liaise with stakeholders at national and state levels.
Desirable Knowledge
- Insight into Nigeria's health financing and primary healthcare systems.
