Overview

The role of Expert - Innovation and Pioneering involves delivering specialist knowledge and strategic guidance in areas of innovation, pioneering initiatives, research, and knowledge development to support the Roads and Transport Authority's objectives and ensure readiness for the future. The position ensures excellence standards are met, facilitates participation in awards, fosters partnerships, and manages innovation labs, with continuous evaluation and advancement of efforts.

Key Responsibilities

• Provide strategic vision and expert advice on pioneering, research, innovation, creativity, and knowledge to support the Authority's goals and future direction.
• Plan and manage excellence criteria and awards engagement to drive superior performance and continuous improvement.
• Co-create and oversee comprehensive management plans, implementing them with periodic assessments and recommendations of best practices.
• Support sustainable strategy deployment in research and innovation while ensuring adherence to organizational policies.
• Monitor global trends and competitor benchmarks, aligning internal plans to maintain industry leadership.
• Propose strategic initiatives to fulfill Dubai Excellence Program standards and maintain top rankings in award categories.
• Advise on frameworks that attract startups and pioneers, assessing their implementation to sustain leadership.
• Offer specialized advice and technical guidance to leadership, including the director, on innovation and pioneering matters.
• Implement and manage research programs, innovation projects, partnerships, and maintain a central database for related information and intellectual property.
• Develop mechanisms for ongoing measurement and maturation of innovation, research, partnerships, and excellence within the Authority.
• Lead innovation and leadership project planning, including scope definition, consultant selection, and project oversight.
• Provide technical assistance to leadership programs ensuring alignment with excellence expectations.
• Oversee self-assessments and simulations against excellence standards, analyze outcomes, and implement necessary corrective actions.
• Evaluate external consultants' and service providers' contributions towards innovation and leadership, and support research partnerships.
• Prepare and execute plans for innovation laboratories, institutional research, and partnerships, maximizing laboratory utilization and managing related outputs.
• Advise on policies, manuals, and processes related to intellectual planning management systems at the Authority level to enhance product and process improvements.

Qualifications and Experience

• Bachelor’s or Master's degree in Science or Business Administration.
• Possess at least 12 years of relevant experience for those holding a Master's degree or a minimum of 14 years for candidates with a Bachelor's degree.
