About the Role and Organization

The New York City Comptroller’s Office is dedicated to safeguarding the city's financial health, ensuring accountability, promoting effective governance, and securing a sustainable and equitable future for all residents. The Bureau of Administration within this office supports staff by providing strategic services including Human Resources, Procurement, Payment, Facilities, and Budget Management to enable efficient operations.

Reporting directly to the Assistant Comptroller for Employment Services, the Executive Director of Human Resources & Labor Relations leads the human resources and labor relations functions at the Comptroller's Office. This role focuses on crafting and executing workforce strategies, enhancing employee engagement, and driving organizational development to foster a high-performing workplace aligned with the office's mission.

Key Responsibilities

  • Manage daily human resources operations and maintain accurate records.
  • Oversee recruitment processes, onboarding activities, and workforce development initiatives.
  • Lead performance management systems, including employee evaluation programs.
  • Utilize technology effectively to meet unit objectives and increase efficiency.
  • Develop and supervise budgets relevant to HR operations.
  • Ensure adherence to all applicable employment laws, collective bargaining agreements, and DCAS rules.
  • Create, update, and administer Standard Operating Procedures for operational units.
  • Perform additional duties as assigned to support office goals.

Qualifications and Eligibility

This opportunity is exclusively available to current City of New York employees holding a permanent Civil Service title of Administrative Staff Analyst or Administrative Manager. Applicants must emphasize their current permanent Civil Service title within their application materials.

Minimum qualifications for the Administrative Staff Analyst title include one of the following educational and experience combinations:

  • A master's degree in relevant fields such as business administration, human resources, public administration, law, or related disciplines plus two years of professional experience with at least 18 months in executive or supervisory roles.
  • A bachelor's degree with four years of relevant professional experience including 18 months in managerial capacities.
  • An associate degree or completion of 60 semester credits with six years of pertinent professional experience including 18 months in leadership roles.
  • A high school diploma or equivalent with eight years of applicable full-time experience including 18 months of executive or supervisory responsibilities.
  • A combination of education and experience equivalent to the above, with substitution of college credits for experience at the rate of 30 semester credits equal one year of experience, provided the candidate has a high school diploma and requisite experience including leadership tenure.

Preferred Abilities

  • Strong familiarity with Personnel Service Bulletins (PSBs), personnel regulations, and civil service processes.
  • Exceptional written and verbal communication capabilities.
  • Ability to handle confidential matters with discretion and apply sound judgment.
  • Proven skills in managing and developing staff.
  • Competency in leveraging technology to support strategic objectives.
