Overview

The Examinations and Assessments Lead is responsible for overseeing and managing the entire operations of the Examinations and Assessment team within the Technical Institute. This position ensures that all examination activities are effectively planned, delivered, monitored, and regularly reviewed in alignment with the institute’s assessment strategy.

Reporting to both the Contract & Assurance Manager and the Head of the Technical Institute, the role guarantees that assessments adhere to a consistent and compliant framework across all training programs. The lead also manages student data, performs performance data analysis, identifies risks, and drives improvement initiatives to boost learner outcomes.

Furthermore, this role guarantees compliance with contractual obligations and the regulations of external awarding bodies like City & Guilds and Qatar’s Ministry of Education and Higher Education. Internal audits, moderation, and performance reports feed into decision-making processes, while close collaboration with Chief Instructors ensures role clarity, compliance, and effective communication.

Core Responsibilities

  • Lead and supervise the Examinations and Assessment team, ensuring adherence to organisational policies on talent management, health, safety, and wellbeing.
  • Maintain the comprehensive Technical Institute Assessment Strategy encompassing all training elements.
  • Provide Chief Instructors with timely assessment calendars covering scheduled exams, re-sits, and appeal procedures for each training phase.
  • Forecast resources required for seamless assessment delivery following the assessment strategy.
  • Identify training requirements related to assessment staff and implement suitable training and standardisation activities.
  • Collect and maintain detailed assessment data covering environmental, material, instructor, and assessment factors impacting student performance.
  • Regularly review, control, and ensure availability of all policies, processes, and procedures related to examinations for accreditation and centre approval.
  • Ensure consistent and uniform application of examinations and assessments within a clear assessment framework.
  • Plan and coordinate exam delivery including accommodations and reasonable adjustments for students as necessary.
  • Prepare and provide placement and aptitude test results, including pass and class lists, to the Contract & Assurance Manager.
  • Assist the Qatar Armed Forces and Institute Management by addressing student queries with accurate assessment-related information.
  • Oversee exam logistics including room setup, attendance, seating plans, stationery provision, and arrange sufficient invigilation support.

Qualifications and Competencies

  • Degree in Education or a closely related discipline.
  • Strong grasp of examination and assessment fundamentals including formative, summative, and certification assessments at secondary or higher education levels.
  • Understanding of assessment functionalities and research methodologies related to educational evaluation.
  • Familiarity with curriculum delivery and evaluation methods.
  • Exceptional organisational, planning, and problem-solving expertise for managing tight deadlines and multiple priorities.
  • Skill in establishing and maintaining exam and assessment policies, procedures, and documentation.
  • Ability to actively contribute to educational program planning and confidently present at senior meetings.
  • Excellent English communication skills both written and verbal, adept at report writing and confidential handling of sensitive issues.
  • Strong stakeholder management with capability to engage effectively with academic, military, student, and external partners.
  • Proficient computer skills including Training Management Systems, Microsoft Office, databases, and analytical tools.

Experience Requirements

  • Proven leadership or managerial experience in an educational context related to exams, program management, or academic coordination.
  • Hands-on experience managing examination cycles including scheduling, invigilation, integrity controls, marking, moderation, and results handling.
  • Experience working with international students, ideally within the Middle East or similar multicultural environments.

Preferred Knowledge and Skills

  • Insight into Military Trade Training and vocational technical education demands for military personnel.
  • Familiarity with Defence Systems or BAE Systems’ training methodologies.
  • Knowledge of standardised English language assessments and alignment with frameworks like CEFR.
  • Awareness of vocational qualification frameworks and accreditation quality assurance standards.
  • Intercultural competence with some knowledge of Arabic considered a plus.
  • Training Assessment Quality Assurance qualifications or equivalent assessor verifier qualifications.
  • Ability to lead internal quality assurance activities such as moderation, standardisation, and audit of assessments.
  • Experience creating and delivering assessment-related training for exam personnel.
  • Competence with e-assessment tools and Learning Management Systems (Moodle, Blackboard, etc.).
  • Strong data analysis and reporting skills to support decision-making.
  • Change management skills supporting curriculum or assessment reforms.

Desirable Professional Experience

  • Training design experience based on defence or competency-based models.
  • Ongoing professional development in leadership, quality assurance, or assessment methodologies.
  • Experience with exam security and malpractice investigations in high-stakes environments.
  • Collaboration with external accreditation and awarding bodies.
  • Previous work experience in Middle Eastern or similar cultural military training environments.
