About the Role

CML is seeking a skilled Estimator to join their commercial team, providing expert feasibility guidance on new tenders and preparing detailed documentation that complies with client and industry standards. The role involves compiling information and bills of quantities or schedule of rates for tender submissions across various construction sectors such as Civil Engineering, Rail, Infrastructure, and Marine projects.

Key Responsibilities

  • Produce comprehensive cost estimates and tender packages for multidisciplinary construction projects including Civil Engineering, Rail, Infrastructure, and Marine sectors.
  • Develop estimates from the ground up using first principles methodologies covering labour, plant, materials, subcontracting, logistics, and productivity metrics.
  • Formulate and derive Schedules of Rates by analyzing resource breakdowns, productivity, and construction methods.
  • Perform detailed quantity take-offs using manual and digital measurement techniques from engineering drawings, specifications, and technical documents.
  • Review and interpret all technical and contractual documents such as drawings, bills of quantities, and scope of work.
  • Support the development of construction methodologies, project sequencing, possession strategies, and access and temporary work arrangements.
  • Solicit and assess quotations from subcontractors, suppliers, and specialists to facilitate competitive tendering.
  • Identify and evaluate commercial, technical, operational, and scheduling risks; contribute to risk assessments and mitigation plans.
  • Prepare tender adjudication documents, clarifications, assumptions, qualifications, and commercial data.
  • Work closely with operational, engineering, planning, and commercial teams to ensure estimates are feasible, buildable, and aligned with delivery schedules.
  • Maintain and enhance estimating databases, including benchmark rates, historical cost information, and pricing libraries.
  • Engage in value engineering and propose alternative construction solutions to boost efficiency and competitiveness.
  • Acquire a solid understanding of NEC contracts, framework agreements, and client-specific commercial terms.
  • Participate in tender review sessions, handovers, and post-tender negotiations as required.
  • Ensure all processes align with company Integrated Management Systems, quality standards, and industry regulations.
  • Commit to continuous professional growth and technical skill enhancement within the estimating team.

Candidate Profile

  • Qualifications: HNC, HND, Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field; or comparable practical estimating experience.
  • Skills and Competencies: Strong numerical analysis and first principles estimating capabilities; proficiency with Microsoft Excel and estimating software; excellent communication and organizational skills.
  • Knowledge: Familiarity with Civil Engineering and Rail construction techniques; ability to interpret engineering documents; understanding of resource-based estimating principles.
