Role Overview

We seek a motivated Estates Manager (Operations) to lead the delivery of safe, compliant, and efficient estate management across our healthcare facilities. This senior role offers leadership of multi-skilled maintenance teams and participation in the strategic stewardship of one of Wales’ largest healthcare estate portfolios. You will be responsible for operational maintenance, including reactive, planned, and periodic programs, ensuring adherence to statutory regulations, Health Technical Memoranda (HTMs), and Health & Safety responsibilities. Acting as Senior Authorised Person for specialist systems after suitable training is required. The role includes budget, contract, and supplier management as well as providing technical guidance to leadership and clinicians. You will also champion workforce development, apprenticeship programs, and energy management initiatives supporting continuous estate improvement.

Key Responsibilities

  • Supervise and direct multidisciplinary estates maintenance teams across the health board.
  • Oversee operational maintenance services including reactive, planned preventative, and periodic tasks.
  • Ensure all facility operations comply with relevant legislation, HTMs, safety requirements, and industry standards.
  • Serve as Senior Authorised Person for specialized systems like Medical Gas Pipeline, ventilation, and decontamination (post-appointment and training).
  • Manage financial aspects including budget oversight, contracts, and service level agreements with specialist contractors.
  • Provide expert advice and technical consultation to senior management, clinicians, and directors.
  • Lead initiatives on workforce development, staff performance management, apprenticeships, and training.
  • Participate in energy management programs to promote sustainable estate operations.

Candidate Requirements

  • Degree-equivalent professional qualification or comparable experience.
  • Completion of management or supervisory training.
  • Extensive background in building services, estates maintenance, or engineering.
  • Strong specialist knowledge of building fabric and maintenance practices.
  • Completion of a recognised apprenticeship.
  • Proficient leadership, communication, and organisational abilities.
  • Excellent IT competency and capability to manage pressures.
  • Holders of a full UK driving license with ability to travel within the health board area.

Preferred Qualifications & Experience

  • Additional health and safety training.
  • Membership in a professional institution.
  • Evidence of continuing professional development.
  • Advanced specialist knowledge at master's level or equivalent.
  • Experience within NHS environments and project management involvement.
