The Global Compliance team covers Bloomberg’s regulated entities and products, ensuring adherence to evolving laws and maintaining proactive communication with regulatory bodies.
Position Overview
We seek a seasoned Compliance Officer to oversee the compliance operations of Bloomberg Scores Europe Limited (BSEL), the ESG Ratings Provider. This role entails full responsibility for managing regulatory compliance relating to ESG ratings provision.
Key Responsibilities
- Provide guidance to senior leadership, Management Board, and relevant personnel to ensure compliance with regulatory requirements.
- Act as the main regulatory point of contact: preparing and submitting regulatory filings, managing notifications, and coordinating responses to regulatory inquiries, reviews, and inspections.
- Design, implement, and maintain compliance policies and procedures at the entity level to guarantee ESG ratings issuance and distribution comply with the EU ESG Rating Regulation.
- Manage a conflict of interest framework, maintain a register, oversee staff attestations and training, and enforce trading restrictions with assistance from Group Compliance.
- Conduct risk and compliance monitoring in collaboration with Group Risk & Compliance; promptly report any deficiencies to the Management Board.
- Support governance activities by preparing management information reports for the Board and other oversight bodies.
- Supervise compliance review and approval processes for ESG rating methodologies and associated public disclosures.
- Handle public complaints, including investigations and formal responses, as well as whistleblower reports and allegations of illegal activity related to rating activities.
- Ensure effectiveness of business-line segregation measures and conduct annual reviews.
- Identify compliance and regulatory training needs, coordinate their delivery, and track staff adherence to compliance policies.
Candidate Profile
- At least eight years of professional experience in financial services compliance and risk management, preferably involving ESG-related products, services, or regulatory frameworks.
- Proven track record engaging directly with regulators and supervisors, with an emphasis on European Union regulatory environments.
- Strong understanding of EU regulations, guidance, and directives relating to ESG ratings or similarly regulated domains such as pricing, benchmarks, or credit ratings.
- Capable of performing detailed technical assessments of ESG ratings methodologies and governance mechanisms.
- Experience establishing transparency, governance structures, conflict of interest management, and related systems and controls.
- Expertise in identifying, evaluating, and managing regulatory and compliance risks; familiarity with risk frameworks and issue management.
- Exceptional communication skills, especially in drafting policies, manuals, reports, and senior-level documentation.
- Professional demeanor with strong judgment and executive presence.
- Ability to prioritize competing demands and adapt swiftly within a fast-moving environment.
- Self-directed work approach combined with effective collaboration across international teams.
