Environment, Health and Safety Manager

Role Overview

An experienced and driven HSE Manager is needed to oversee all health, safety, and environmental functions for infrastructure and construction projects in Qatar. This role calls for a candidate with a solid understanding of Qatari HSE legislation, prior exposure to Ashghal projects being an advantage, and strong people leadership and communication abilities. Arabic fluency is strongly preferred.

Key Responsibilities

• Create, roll out, and continuously improve project HSE plans, procedures, and management systems.
• Make sure project activities align with Ashghal HSE standards, Qatar Construction Specifications (QCS), and all local legal requirements.
• Direct the execution of health, safety, and environmental initiatives across all site locations.
• Carry out routine site walks, audits, and safety reviews to detect risks and verify compliance.
• Look into incidents, accidents, near misses, and unsafe situations, then drive corrective and preventive actions.
• Compile HSE dashboards, KPI data, statistics, and monthly performance reports for internal and client stakeholders.
• Perform risk assessments, Job Safety Analysis (JSA), and method statement reviews.
• Manage emergency preparedness plans, drills, and crisis response processes.
• Deliver HSE inductions, toolbox talks, and awareness sessions to employees and subcontractors.
• Work with clients, consultants, regulators, and other project stakeholders on all HSE-related matters.
• Track HSE performance of contractors and subcontractors and ensure follow-up on required corrective measures.
• Build and sustain a strong safety-first culture focused on continuous improvement.
• Assist project teams in reaching zero-incident targets and maintaining high HSE performance standards.

Qualifications and Experience

The ideal candidate should hold a bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a closely related field. Professional certification such as NEBOSH International Diploma or NEBOSH IGC is required, along with IOSH Managing Safely or an equivalent qualification. A Lead Auditor credential in ISO 45001 and ISO 14001 is considered an added advantage, and membership in recognized professional bodies is preferred.

Applicants should bring at least 10 years of HSE experience within construction, infrastructure, or civil engineering projects, including a minimum of 5 years in a managerial HSE capacity. Prior work on Ashghal projects is highly desirable, as is experience with major contractors, consultants, and government-led projects in Qatar. Strong familiarity with Qatar HSE regulations, QCS requirements, and international standards is essential.

Language Requirements

English must be spoken and written fluently. Arabic language ability is strongly preferred.
