About the Role

Alfanar Engineering Services is seeking a highly experienced Environment, Health and Safety (HSE) Manager based in Riyadh, Saudi Arabia. The ideal candidate will have 12 to 15 years of extensive experience in electrical engineering, EPC projects, substations, testing & commissioning, and industrial operations. This role requires leading strategic HSE efforts to ensure full compliance with Saudi Arabian HSE legislation, client specifications, and ISO 45001 standards, while fostering a strong safety culture throughout the organization. The candidate must demonstrate strong leadership in managing high-risk electrical activities and should hold NEBOSH certification with proven HSE leadership expertise.

Key Responsibilities

  • Direct the establishment, upkeep, and continuous enhancement of the company's Health, Safety & Environment Management System across all locations.
  • Ensure strict adherence to Saudi Arabian HSE laws, Ministry of Human Resources & Social Development guidelines, Civil Defense norms, environmental rules, client criteria, and international standards.
  • Promote a proactive safety culture via leadership, coaching, mentoring, and enhancing employee engagement.
  • Offer specialized HSE technical assistance to project managers, engineers, workshop supervisors, maintenance staff, and testing & commissioning teams.
  • Oversee effective HSE management in electrical substations, industrial plants, workshops, construction zones, and commissioning tasks.
  • Plan and supervise HSE procedures for high-risk operations including high-voltage electrical work, energization/de-energization, testing & commissioning, relay and protection testing, lifting, working at height, confined space access, excavations, temporary power systems, and heavy machinery use.
  • Ensure rigorous application of Permit to Work, Lockout/Tagout, isolation protocols, electrical safety measures, and energy isolation standards.
  • Conduct comprehensive inspections, audits, walkthroughs, and HSE compliance evaluations across all operational sites.
  • Monitor contractor HSE performance ensuring alignment with company and client safety expectations.
  • Lead thorough incident investigations, determine root causes, implement corrective and preventive measures, and disseminate lessons learned organization-wide.
  • Develop and monitor HSE KPIs, dashboards, performance reports, and provide management review presentations.
  • Identify training needs and organize HSE awareness programs for all employees and contractors.
  • Prepare and coordinate emergency preparedness via response plans, drills, and cooperation with relevant authorities.
  • Champion environmental protection activities including waste management, spill containment, pollution control, and sustainable practices.
  • Exercise authority to halt unsafe work where immediate danger exists, ensuring corrective action before resuming tasks.

Qualifications & Experience

  • Bachelor's degree in Electrical Engineering or a related field.
  • Mandatory NEBOSH International Diploma Level 6 or NEBOSH IGC certification if diploma unavailable.
  • Preferred certifications include ISO 45001 Lead or Internal Auditor, Incident Investigation, and Train-the-Trainer.
  • Membership in professional bodies such as IOSH or IIRSM is advantageous.
  • Electrical safety certification such as NFPA 70E is a plus.
  • 12 to 15 years of increasingly responsible experience in HSE, including at least 5 years in managerial or leadership roles.
  • Proven background in electrical engineering projects, EPC contracts, high-voltage substations, testing & commissioning, power transmission/distribution, industrial maintenance, and manufacturing or workshop operations.
  • Experience with Saudi Arabian utility, industrial, or infrastructure projects is highly preferred.

Technical and Leadership Skills

  • In-depth knowledge of Saudi HSE regulations and global HSE standards.
  • Extensive experience implementing ISO 45001 management systems.
  • Strong electrical safety expertise, particularly in high-voltage environments.
  • Expertise in PTW systems, Lockout/Tagout, Risk Assessment, Job Safety Analysis, and Hazard Identification and Risk Assessment.
  • Experienced in incident investigations and emergency response planning.
  • Competence in managing contractor safety and HSE during complex testing and commissioning activities.
  • Familiarity with workshop safety, lifting machinery, cranes, forklifts, machinery guarding, hazardous substances handling, and fire prevention.
  • Proficient with Microsoft Office applications and HSE reporting tools.
  • Demonstrated leadership skills with the ability to influence all organizational levels and promote a positive safety culture without compromising operational efficiency.
