Job Information

The State of Tennessee is seeking a Driver License Examiner for a full-time, onsite position in Clarksville, TN. This role involves determining applicant eligibility for driver's licenses, administering tests, and processing application data and fees. The position is within the Department of Safety and Homeland Security.

Work Activities

Employees in this position are responsible for conducting driver's license examinations. This includes verifying applicant eligibility for services such as license renewal, replacement, testing, and handgun permits. A key part of the role involves administering vision, written, and road skills tests to applicants, as well as collecting and processing application information and associated fees.

Responsibilities

  • Communicate state laws, licensing requirements, and Department of Safety and Homeland Security regulations regarding driver's licenses to the public, addressing inquiries about office hours, locations, fees, and application procedures.
  • Collect and validate appropriate fees and identification documents, such as social security cards, proof of residence, current driver's licenses, and USDOT medical cards.
  • Approve applicants for testing procedures after verifying their documentation and accessing their test files.
  • Manage cash handling, including counting and recording cash at the start and end of shifts, reconciling discrepancies, and preparing daily revenue reports and bank deposits.
  • Instruct applicants on form completion and testing protocols.
  • Administer vision screenings, written examinations, and road tests according to state guidelines.
  • Operate a digitized camera to photograph applicants.
  • Inform applicants of test results, explain requirements for retesting if necessary, and record outcomes in the computer database.
  • Inspect vehicles for operational safety, including lights, brakes, and turn signals, to ensure they are roadworthy.
  • Assess applicants' adherence to road safety laws and regulations by observing their vehicle maneuvering and compliance with traffic signals and right-of-way rules.
  • Update operational records and licensing information, entering biographical data into the License Information System for Tennessee (LIST).
  • Verify the accuracy of applicant information by comparing database entries with written applications and reviewing details with the applicant.
  • Handle complex tasks, respond to customer inquiries, process immigration cases, and provide accommodations for applicants needing special assistance.
  • Assist with audits, generate reports, and manage the ordering of equipment and supplies as needed.

Qualifications

Applicants must possess a high school diploma or equivalent. A valid motor vehicle operator's license is required, or the ability to obtain one before appointment. Candidates must successfully complete a background clearance, including a criminal history records check and fingerprinting. They must not have any disqualifying criminal convictions as outlined in federal regulations (49 CFR § 1572.103), including specific prohibitions on convictions within the last 7 years for interim offenses and within the last 5 years for release from incarceration for interim offenses. Additionally, applicants must not be under warrant for a felony offense. A clean driving record for the past five years, free from DUI, reckless driving, license suspensions for moving violations, and more than 4 moving violations, is also necessary, though agencies may grant exceptions based on other factors.

Additional Information

This role requires strong customer service skills, resilience, trustworthiness, interpersonal abilities, and a focus on customer satisfaction. Knowledge in clerical procedures, customer service, English language, public safety, and transportation is beneficial. Essential skills include active learning, listening, critical thinking, instructing, service orientation, and speaking. Abilities such as deductive reasoning, written comprehension, speech recognition, mathematical reasoning, and reaction time are important. The position utilizes tools like computerized cashier systems, standard office equipment, digital cameras, motor vehicles, and computer testing systems.
