Overview

The Maryland Department of Juvenile Services is looking for a committed leader to help guide and support young people living in a state-operated residential facility. This role is focused on improving youth outcomes, supporting safer communities, and contributing to a more equitable juvenile justice system.

Position Details

This is the second and higher of two managerial levels responsible for supervising and directing services for youth in a juvenile facility. The role covers all facility services except administration, including direct care, intake, and electronic reporting. The selected person may also serve as Assistant Director of the facility.

The position supervises DJS Residential Group Life Manager I staff and receives oversight from an Assistant Superintendent Residential Facility, another designated administrator, or a higher-level manager. Evening, weekend, and holiday work may be required, and the employee may be placed on 24-hour call based on staffing needs.

Minimum Qualifications

Applicants must have a high school diploma or a high school equivalency certificate, along with five years of experience providing supervision and guidance to youth in a juvenile facility or in a juvenile services community program serving at-risk youth.

Substitutions and Equivalencies

  • An associate degree in Criminal Justice or the social or behavioral sciences, or 60 college credits including 15 credits in one of those fields, may replace one year of required experience.
  • A bachelor's degree in Criminal Justice or the social or behavioral sciences may replace two years of required experience.
  • Relevant U.S. Armed Forces non-commissioned officer experience in correctional officer roles or specialty codes may be counted on a year-for-year basis toward the experience requirement.

Preferred Background

Experience managing employees in a secure juvenile setting is considered an advantage.

Licenses, Certifications, and Training

  • New hires who do not already hold the required certification must complete and pass the DJS Entrance Level Correctional Training Course within 365 days of appointment or placement, and the certification must be maintained while employed.
  • If assigned duties that involve driving, the employee must hold a valid Maryland driver’s license.
  • Staff at DJS Youth Centers may need to complete a board-approved medication technician training program and hold a valid Maryland Board of Nursing Medication Technician certification.

Special Requirements

  • U.S. citizenship or resident alien status is required.
  • Applicants must be at least 21 years old.
  • A full background investigation, including fingerprinting and drug screening, is mandatory.
  • An oral interview is part of the process.
  • Physical and psychological exams are required.
  • Employees are also subject to substance abuse testing under Maryland regulations governing illegal drug use testing.

Selection Process

Qualified candidates will stay on the eligible list for one year, and that list may be used for similar vacancies in this classification.

Examination Process

If your education was earned outside the United States, you will need to provide a foreign credential evaluation confirming U.S. equivalency at hire.
