Director of Quality Assurance and Quality Control (Construction)

Overview

We are inviting experienced candidates to join as the Director of Quality Assurance and Quality Control (QA/QC) to lead the quality functions across diverse construction, infrastructure, and landscaping projects. This role requires formulating and executing the company's quality strategy, ensuring adherence to international norms and client expectations, and promoting a culture centered on quality, continuous advancement, and operational excellence throughout all organizational activities.

Key Responsibilities

• Design and enforce the organization’s Quality Management System (QMS), including policies, processes, and quality benchmarks.
• Guarantee compliance with client requirements, contractual commitments, local laws, and international standards such as ISO 9001.
• Lead QA/QC teams operating at various project locations and different company units.
• Define and track company-wide quality goals, key performance indicators (KPIs), and performance metrics.
• Supervise all QA and QC efforts to ensure that project outputs align with contractual, technical, and regulatory demands.
• Create and implement inspection & test plans (ITPs), quality plans, method statements, and procedures.
• Conduct internal and external quality audits, management reviews, compliance checks, and certification processes.
• Investigate quality-related concerns, deviations, and client complaints; carry out root cause analyses and apply corrective and preventive measures.
• Monitor quality outcomes on projects, spot opportunities for enhancement, and lead organization-wide improvement initiatives.
• Review and approve submissions of materials, inspection findings, quality records, and project handover documents.
• Ensure thorough quality inspections, testing, and documentation at every stage of project execution.
• Establish and nurture strong relationships with clients, consultants, contractors, suppliers, and accreditation agencies.
• Prepare high-level quality performance reports, dashboards, and strategic guidance for executive leadership.
• Coach and develop QA/QC staff, instilling principles of responsibility, quality, and ongoing professional development.
• Assist operational teams in meeting quality objectives while reducing rework, defects, and non-conformities.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management, or related engineering fields.
• Preferred professional certifications include ISO 9001 Lead Auditor, Certified Quality Manager (ASQ), Certified Construction Quality Manager (CCQM), or equivalents.
• Minimum 15 years of progressive experience in QA/QC within construction, infrastructure, or engineering sectors.
• At least 5 years in senior leadership overseeing multi-site QA/QC operations.
• Deep understanding of Quality Management Systems, ISO 9001 standards, construction quality standards, and Saudi Arabian construction regulations.
• Proven record managing quality audits, ISO certifications, and ensuring compliance with client quality programs.
• Expertise in reviewing inspection & test plans, material approvals, method statements, quality records, and handover documentation.
• Strong leadership qualities with excellent communication, stakeholder engagement, and decisive decision-making capabilities.
• Experience driving continuous improvement, operational excellence, and fostering a quality-centric culture within large, complex organizations.
