Role Overview

The Director of Property Management & Compliance provides visionary leadership in overseeing the property management and compliance activities within a nonprofit housing portfolio. This role integrates operational management, resident satisfaction, regulatory adherence, and financial scrutiny to ensure a successful and sustainable housing portfolio.

Key Responsibilities

  • Lead and guide property management operations across multiple communities to achieve occupancy, retention, financial targets, and operational excellence.
  • Design and implement strategic frameworks, organizational setups, workflows, and communication channels to optimize property management functions.
  • Analyze portfolio trends and propose operational, staffing, or policy refinements to enhance outcomes.
  • Maintain adherence to property management policies and best practices throughout the housing portfolio.
  • Ensure compliance with all relevant landlord-tenant laws, fair housing, accessibility standards, and applicable regulatory requirements.
  • Oversee agency reviews, inspections, audits, and ensure prompt corrective measures are implemented.
  • Provide accurate and timely reports to leadership, investors, regulators, and lenders.
  • Collaborate with the Senior Compliance Manager to improve compliance training, monitoring, and reporting.
  • Mentor and develop portfolio leaders and compliance professionals fostering a culture of accountability, collaboration, and resident-centric service.
  • Set clear performance standards and growth plans for departmental staff, ensuring adequate training and resources.
  • Partner with Finance and Asset Management teams to create annual budgets and long-term financial plans supporting asset sustainability.
  • Monitor financial performance, expenses and identify opportunities to increase revenue and optimize costs.
  • Assist with refinancing, rehabilitation, repositioning, and portfolio enhancements alongside Asset Management.
  • Support Real Estate Development, acquisitions, construction projects, rehabilitation, and lease-up phases from an operational and compliance standpoint.
  • Work closely with Resident Services and Leasing teams to enhance resident stability, engagement, and seamless occupancy processes.
  • Provide leadership during emergencies, crises, or natural disasters impacting the portfolio; act as a senior problem-solver for complex operational issues.
  • Handle additional strategic projects and responsibilities based on evolving organizational needs.

Qualifications

  • Bachelor's degree in Business, Real Estate, Property Management, Public Administration, Finance, or equivalent experience.
  • Minimum five years of progressive property management leadership, ideally in affordable housing, with experience managing multi-site teams.
  • Strong familiarity with affordable housing regulations including LIHTC, HUD, HOME, and Fair Housing laws.
  • Proven ability to manage operating budgets and deliver portfolio-level financial reports.
  • Demonstrated success leading organizational change and improving performance.
  • Excellent communication, leadership, and stakeholder relationship skills.
  • Experience with property management software and reporting tools.
  • Preferred credentials include CPM®, HCCP®, COS®, Michigan Real Estate Salesperson License, and experience with real estate development or repositioning projects.
  • Experience overseeing regional or portfolio-wide property management operations is desirable.
