Role overview

This is a senior operations leadership role focused on public-sector funding strategy for a mission-driven digital mental health organization in the United States. The position centers on spotting, shaping, and securing government-funded opportunities at the federal, state, and local levels so the company can expand access to youth mental health services through sustainable public funding.

You will own the full lifecycle of government funding pursuits, from opportunity review and go/no-go decisions through proposal development, submission, award transition, and process improvement. The role brings together strategy, cross-functional coordination, and hands-on execution in a fast-moving environment where your work has a direct impact on behavioral health access for young people.

Core accountabilities

• Take full ownership of government funding submissions, including RFPs, tenders, and grants, and deliver accurate, compliant responses on time even when deadlines are tight.
• Bring together input from Clinical, Legal, Finance, Product, and Operations teams to assemble complete and persuasive proposals.
• Create and improve proposal systems such as templates, content repositories, workflows, and standardized response methods.
• Shape the messaging, narrative, and positioning that strengthen competitive advantage and win themes in public-sector bids.
• Monitor funding opportunities, policy shifts, and legislative changes to uncover new public revenue channels.
• Help determine whether opportunities should be pursued and ensure they fit both commercial priorities and service delivery plans.
• Manage readiness for contracting and support the move from award to implementation so downstream teams receive a smooth handoff.
• Use post-submission reviews, win/loss analysis, and process refinements to continuously improve results.

Requirements

The ideal candidate brings deep experience with government funding, procurement, and cross-functional project leadership, preferably in healthcare, behavioral health, or other public-sector settings.

• Substantial experience handling RFPs, grants, or public procurement work in complex, deadline-intensive environments.
• Strong knowledge of government funding structures, policy landscapes, and procurement cycles; U.S. experience is especially desirable.
• Proven ability to lead high-stakes submissions that involve many stakeholders and competing priorities.
• Excellent proposal writing and business communication skills with the ability to produce clear, compelling narratives.
• Strong project management discipline with close attention to detail and organized execution.
• Background in healthcare, behavioral health, public services, or mission-led organizations is preferred.
• Ability to think strategically while still driving execution effectively.
• Comfort working collaboratively in ambiguous, fast-changing environments with a solutions-oriented mindset.
