Job description

Role Overview

Lead and orchestrate the provision of corporate support for a significant cultural and heritage initiative, ensuring seamless HR, procurement, finance, IT, legal, and administrative operations adhere to Qiddiya Group's centralized frameworks and support daily functions efficiently.

Primary Duties

  • Plan, coordinate, and enhance all corporate support services with a leadership focus.
  • Serve as the main accountability point for on-site corporate service delivery in line with operational and program needs.
  • Set priorities, define workflows, and establish escalation paths to maintain responsiveness and efficiency.
  • Guarantee corporate functions effectively enable operations, particularly during critical periods and major events.
  • Manage responsibilities related to the Cultural Ecosystem, including engagement with government and external organizations as discussed.

Human Resources Management

  • Supervise on-site HR operations covering onboarding, employee mobilization, relations, and administrative tasks.
  • Collaborate with Group HR concerning recruitment, manpower planning, and employee lifecycle management.
  • Prepare workforce for large-scale events via seasonal recruitment, temporary staffing, and contractor integration.
  • Track workforce metrics and provide insights to leadership for informed decision-making.

Finance and Budget Oversight

  • Assist in budget creation and consolidation in cooperation with Finance and department heads.
  • Monitor function-wise operating expenses, ensuring they remain within approved budgets.
  • Identify variances in financial performance and support remedial measures.
  • Submit financial reports, forecasts, and data punctually to Group Finance.
  • Promote financial discipline through structured protocols and controls.

Procurement and Vendor Relations

  • Lead procurement coordination aligning with operational schedules.
  • Collaborate with Group Procurement for vendor sourcing, evaluation, and onboarding.
  • Manage vendor lifecycle including performance assessments, renewals, and issue handling.
  • Ensure compliance with procurement policies, contracts, and governance.
  • Support procurement for large events requiring rapid sourcing and deployment.

Legal and Compliance

  • Oversee contract reviews, agreements, and compliance with regulatory requirements.
  • Ensure governance and policy adherence across asset activities.
  • Identify and reduce operational, contractual, and compliance risks.
  • Maintain documentation and prepare for audits in all corporate processes.

IT and Systems Administration

  • Manage on-site systems such as HRIS, access control, and workforce platforms.
  • Coordinate with Qiddiya Technology for system support, upgrades, and troubleshooting.
  • Ensure continual availability and efficiency of systems required for operations and staff.
  • Implement digital tools to enhance operational performance.

Administration and Office Management

  • Lead documentation, reporting, approvals, and internal process management.
  • Maintain organized management of records, communication, and workflow systems.
  • Supervise office logistics and internal coordination ensuring operational discipline and efficacy.

Cross-Functional and Group Collaboration

  • Serve as the key liaison among HR, Finance, Procurement, IT, and Legal support teams.
  • Partner with Operations, Programming, and Commercial teams to anticipate corporate needs.
  • Align group policies with practical on-the-ground execution.
  • Drive resolution of cross-functional issues and promote collaboration.

Performance and Continuous Improvement

  • Establish KPIs and service levels for corporate support units.
  • Monitor and analyze performance to identify improvement opportunities.
  • Lead process optimization initiatives across corporate services.
  • Ensure corporate service scalability to match asset growth.

Success Metrics

  • Timely and effective corporate service delivery.
  • Strict compliance with governance, financial, and legal standards.
  • Adherence to budget and effective cost management.
  • Efficient procurement and vendor coordination.
  • High satisfaction levels among internal stakeholders.

Required Qualifications and Experience

  • Extensive background (12-15+ years) in asset, facilities, or infrastructure management.
  • Proven ability to manage large-scale assets, venues, or multi-use sites effectively.
  • Strong expertise in facilities maintenance, infrastructure operations, and managing both permanent and temporary structures.
  • Deep knowledge of MEP (Mechanical, Electrical, Plumbing) systems, utilities, and building infrastructure.
  • Competence in vendor and contract management, including overseeing multiple service providers and contractors.
  • Understanding of SLAs, performance management, and compliance requirements.
  • Experience in supporting large-scale events or festivals and high-footfall public environments.
  • Skilled at coordinating among multiple teams and stakeholders within governance frameworks.
  • Experience with pre-opening and activation phases of major cultural or public assets.
