Role overview

The Dallas Independent School District is seeking a Director II in Purchasing to lead district procurement operations across policies, procedures, contracts, and purchasing activities. This role is responsible for ensuring that procurement practices remain compliant with federal, state, and local requirements, as well as district conflict-of-interest and gift standards. The position also supports fair and open competition in bidding and helps maintain consistent procurement practices throughout the organization.

Key responsibilities

  • Lead the creation, rollout, and upkeep of procurement rules and workflows so they align with federal, state, local, and district requirements.
  • Ensure procurement program requirements are followed, including standards that govern open and competitive bidding.
  • Share procurement policy changes, program updates, and procedural changes across the district in a timely and consistent way.
  • Direct, coach, monitor, and assess procurement team members, including senior buyers, buyers, and buyers’ assistants.
  • Build and maintain productive relationships with internal teams, outside partners, vendors, and community stakeholders to advance district purchasing goals.
  • Act as the main contact for instructional support procurement board agenda items, making sure submissions are accurate, timely, compliant, and properly approved.
  • Prepare, review, and manage RFPs, IFBs, and other solicitation materials for goods and services in line with district, state, federal, and special program rules.
  • Handle operational and administrative procurement work, including issue resolution, information research, and recordkeeping.
  • Manage contracts, renewals, amendments, and vendor performance matters to keep obligations and district standards on track.
  • Review and authorize purchase orders, procurement transactions, and related documents according to established procedures.
  • Advance small business participation and supplier diversity efforts.
  • Stay informed about procurement laws, regulations, and best practices relevant to public school district purchasing.
  • Promote ethical behavior, integrity, transparency, and accountability in every procurement activity.

Requirements

  • A bachelor’s degree from an accredited university is required.
  • A master’s degree from an accredited university is preferred.
  • CTSBO, CPPO, or CPPB certification is preferred.
  • Five years of closely related experience is required, including three years working as a buyer in an institutional, government, or school district purchasing environment.
  • Five years of supervisory experience and administrative or regulatory experience are also required.
  • Working knowledge of school district purchasing and contract rules and legal requirements.
  • Understanding of financial accounting principles, procedures, and requirements.
  • Ability to contribute to strategic planning and situational analysis.
  • Strong data analysis skills with the ability to prepare accurate reports.
  • Well-developed interpersonal skills for working with employees, staff, and the public at all levels.
  • Strong planning, problem-solving, and investigative abilities for handling job-related inquiries.
  • Ability to manage multiple projects and assignments with flexibility.
  • Excellent verbal and written communication skills.
  • Ability to provide staff guidance that improves productivity, efficiency, and cost-effectiveness.
  • Proficiency with Microsoft Windows, Microsoft Office, and ERP systems such as Oracle.
