Job description

Role summary

This senior leadership role is responsible for guiding the programmes and services under Mental Health & Counselling Services (MHCS), while also developing the people within the service group. The position reports to the Chief Executive Officer and carries overall responsibility for the MHCS teams.

What you will do

You will shape and execute operational strategies that improve how MHCS programmes and services are delivered. Working closely with the CEO as part of the Senior Management Team, you will help turn Care Corner’s goals into practical strategic initiatives and support their implementation across the service group.

The role also involves managing financial and manpower resources for best possible use, strengthening the organisation’s talent pipeline, identifying capability gaps with service group leaders, supporting staff development, and building community partnerships that promote stronger social service integration.

Key responsibilities

  • Set and refine strategic priorities and plans for the service group together with the CEO and Senior Management Team.
  • Guide the creation of practice and competency frameworks, service standards, performance measures, and operating guidelines.
  • Review service delivery and practice quality, then identify opportunities for improvement and growth.
  • Develop programme-level and centre-specific plans and targets so the service group can meet objectives aligned with Care Corner’s mission and vision.
  • Drive change management efforts across the service group.
  • Ensure compliance with governance requirements, policies, and regulations.
  • Lead efforts to improve operational effectiveness without compromising service quality.
  • Allocate resources appropriately across the service group while balancing organisation-wide priorities.
  • Support infrastructure development and related resources, including volunteer capability building, fundraising, and business development initiatives.
  • Plan manpower needs for the service group while accounting for recurring operating costs.
  • Identify issues affecting efficiency and cost-effectiveness, and implement corrective measures.
  • Support heads and teams so they can perform effectively with stakeholders and in their roles.
  • Assess development needs and work with corporate functions such as People & OD to put staff development initiatives in place.
  • Engage government agencies, ministries, and other relevant stakeholders on service and programme matters.
  • Work with social service agencies to design and deliver integrated services and programmes.
  • Encourage collaboration across service groups and with external agencies to improve the service-user experience.
  • Participate actively as a member of the Senior Management Team in vision setting, strategic planning, and organisational stewardship.
  • Contribute to SMT meetings and related activities.
  • Present MHCS updates and reports to the SMT, Board, and other stakeholders as needed.
  • Represent Care Corner to internal and external stakeholders, including working groups, task forces, panels, and committees where appropriate.

Requirements

  • About 8 to 10 years of managerial experience, ideally with 3 to 5 years in the social service sector and experience leading large teams.
  • Proven background in service leadership, strategic thinking, and sound decision-making.
  • Strong ability to build rapport and influence a wide range of stakeholders across the public, private, and social sectors.
  • Effective communication skills with the ability to speak clearly, confidently, and persuasively.
  • Experience working with corporate and community partners in a way that builds trust and alignment.
  • Capability to create a learning environment that supports staff development and career growth.
