Job description

Summary

The Deputy Director will support the Director in leading and advancing the Health Services division. This role involves overseeing all stages of operations from securing business to delivering on requirements, ensuring growth and stability within the division. Responsibilities include establishing and maintaining program schedules, plans, and budgets; negotiating contracts considering financial and resource conditions; and managing teams comprising Program Managers and other personnel across multiple departments.

Key Responsibilities

  • Define clear roles and responsibilities for team members and ensure active project engagement.
  • Communicate goals, challenges, and progress to leadership and stakeholders.
  • Recruit specialized Subject Matter Experts to strengthen the team.
  • Contribute to the development of procedures and quality standards for the division.
  • Coach managers on effective contract execution and ensure workplace safety.
  • Monitor and enhance cost, schedule, and performance metrics.
  • Develop strategic plans to support long-term division growth.
  • Set and achieve Key Performance Indicators aligned with organizational objectives.
  • Collaborate across divisions and departments to meet goals.
  • Assist in technical planning to develop solutions that meet government contract specifications.
  • Stay informed on statutory, regulatory, and industry factors that influence operations.
  • Interpret complex requirements and coordinate with clients and teams to prepare comprehensive plans and proposals.
  • Support pipeline development for new projects and participate in business capture efforts.
  • Function as a Solution Architect offering technically sound and managerial proposals.
  • Help develop detailed and precise pricing proposals.
  • Report regularly to the Division Director through written and oral communication.
  • Maintain consistent attendance and perform other assigned duties.

Supervisory Duties

Lead and supervise Program Managers, Project Managers, Site Managers, and Team Leads as assigned.

Minimum Qualifications

  • Bachelor's Degree in a relevant business or technical field.
  • At least ten years of program management experience.
  • Minimum five years working as a federal contractor (e.g., DOD, HHS).
  • At least two years in leadership of a Health Services entity with 50 or more staff.
  • Minimum two years experience in government contracting business development.
  • Expertise in planning, integration, cost estimation, and risk assessment of large programs.
  • Ability to obtain and retain a SECRET level security clearance.

Specialized Skills

  • In-depth knowledge of clinical support services, public health, case management, and health research.
  • Strong multi-project coordination abilities.
  • Advanced writing skills, particularly in proposal development.
  • Proficient with Microsoft Office Suite and advanced computing skills.
  • Excellent leadership, communication, and interpersonal skills.
  • Superior organizational and program management capabilities.
  • High accuracy with a strong attention to detail and quality assurance.
  • Negotiation skills and diplomatic issue management.
  • Adaptability to change and effective handling of competing priorities.
  • Analytical thinking and sound decision-making.
  • Ability to foster teamwork and maintain positive morale.
  • Flexibility with work hours and willingness to travel up to 50% of the time.

Travel and Driving Requirements

Travel is expected up to 50% of the time. A valid state driver's license is required, along with insurability on the company's vehicle insurance. Some driving may be necessary, expected to be under 25% of work time.

Physical and Work Environment

The position involves prolonged sitting, bending, kneeling, stooping, crouching, and lifting items up to 40 pounds. Frequent use of hands for small object manipulation is required. Must have normal vision (no color blindness) and the ability to wear protective eyewear. Work is primarily office-based which may require extended hours when project demands arise.
