Job description

Position Summary

Korle Bu Teaching Hospital is seeking qualified candidates within its staff and related Ministry of Health agencies for the role of Deputy Director for Planning, Monitoring & Evaluation. This role supports the Director of Nursing and Midwifery Services by enhancing operational efficiency in nursing and midwifery services through policy development, strategic planning, and implementation of monitoring systems.

Main Duties and Responsibilities

  • Advise the Nursing and Midwifery Director in managing nursing services effectively.
  • Assist in crafting and implementing comprehensive operational policies, strategic plans, and budgets alongside key stakeholders.
  • Develop and apply monitoring and evaluation tools to assess program effectiveness across the hospital.
  • Support central management in preparing the hospital's annual report.
  • Contribute to policy creation and ensure donors understand hospital priorities and policies.
  • Lead strategic planning activities including analysis of policy implementation trends.
  • Translate policies into actionable operational and strategic plans.
  • Assist in planning budgets specific to nursing care.
  • Maintain accurate records per hospital guidelines and manage improvements in job methodologies.
  • Serve as a professional advocate on nursing and operational issues and provide expert input for problem resolution.
  • Perform other tasks as delegated by the Director of Nursing and Midwifery Services.

Required Qualifications and Experience

  • Registered General Nurse (RGN) or Midwife with a Master's degree in Nursing/Midwifery or equivalent at Chief Nursing Officer level; OR
  • RGN or Midwife with a Master's degree plus minimum 5 years as Deputy Chief Nursing Officer; OR
  • RGN or Midwife with postgraduate qualifications plus at least 12 years experience as Principal Nursing Officer; OR
  • RGN or Midwife with Fellowship in Nursing/Midwifery with 3 years as Senior Nurse Specialist; OR
  • RGN or Midwife with 13 years post Nursing/Midwifery Officer grade experience with Membership in Nursing/Midwifery or equivalent, or Membership plus 8 years at Nurse Specialist level.
  • Certificate in Hospital Management, Planning and Management, Public Administration, or equivalent.
  • Evidence of Continuing Professional Development.
  • Experience in multi-disciplinary team settings.
  • Proficient in research methods for clinical assessments and trend analysis.
  • Advanced clinical expertise in specialist areas.
  • Experience in supervisory or team leadership roles.
  • Broad experience in hospital services.

Skills and Knowledge

  • Strong programme work and budget management skills.
  • Excellent knowledge of healthcare legal frameworks and Ministry of Health regulations.
  • Understanding hospital operations, patient care KPIs, and quality assurance procedures.
  • Expertise in healthcare supply chain management and legal regulations.
  • Superior communication, presentation, and report writing abilities.
  • Effective organizational, planning, supervisory, mentoring, and leadership skills.
  • Ability to handle workload under pressure and meet deadlines.
  • Self-motivated with innovation and flexibility.
  • Proficient with computers and analytical problem-solving.
  • Strong ethical conduct, confidentiality, and sensitivity with patient concerns.
  • Conflict resolution and exemplary organizational skills.
  • Capability to address complex challenges strategically.
