Role overview

Parsons is hiring a Cost Specialist for its Tabuk, Saudi Arabia team. The position focuses on building, running, and improving cost control processes while supporting the department manager on one or more major projects.

Key responsibilities

  • Work with different departments to make sure all expenses are assigned to the correct jobs and that the cost control function has complete project visibility.
  • Own project budgeting, invoicing, change management, and cost forecasting activities.
  • Prepare financial analysis, cost analysis, earned value metrics, and cost performance updates.
  • Build the baseline budget for resources, revenue, and cost, including the right WBS structure, while coordinating with project management and scheduling teams.
  • Review, assess, forecast, and report project cost performance against the approved baseline together with the planning team.
  • Produce and refresh weekly and monthly cost tracking reports.
  • Develop resource, revenue, and cost forecasts in coordination with project teams.
  • Carry out variance analysis against baseline forecasts and recommend corrective measures when needed.
  • Use historical information and trends to support realistic planning and future forecasting.
  • Take part in monthly and quarterly reviews and help the project team explain variances and supporting justifications.
  • Provide guidance and technical support to resolve complex cost control issues.
  • Assist the Project Director in reviewing and finalizing the business plan.
  • Adapt project control systems to suit the needs of each project.
  • Interface with clients when required, attend routine meetings, and prepare statistical reports.
  • Handle additional duties related to the role as assigned.

Requirements

  • A bachelor’s degree in accounting, finance, or a closely related discipline from an accredited university or institution.
  • At least 4 years of cost management experience.
  • SOCPA-registered certificate is mandatory.
  • Experience in forecasting and financial reporting for mega engineering construction or entertainment construction projects.
  • Strong written and spoken English communication skills.
  • Advanced computer literacy, including strong Microsoft Office skills, especially Excel, and proficiency in Power BI.

Preferred background

  • Professional qualifications such as CA, CPA, or ACCA are preferred.
  • Experience with PMC organizations and main contractors is a plus.
  • Good understanding of standard industry practices and norms.
