About the Role

Hume City Council, recognized as one of Australia's fastest expanding and culturally rich councils, focuses on placing community and customer needs at the forefront, ensuring accessible and efficient services. We are on the lookout for a proactive, collaborative, and strategic systems thinker to join our Organisational Performance & Strategy (OPS) team as the Coordinator Strategy and Organisational Insights.

This key position operates across all departments to spearhead enhancements in strategy, service delivery, and data-driven decision-making, helping the Council to continuously meet the needs of the community while maintaining financial sustainability for the future.

Key Responsibilities

  • Champion the development and execution of a Council-wide strategy approach by enhancing organisational capabilities to implement the Strategic Planning Framework effectively, strengthening strategic development, delivery, accountability, and alignment to performance outcomes.
  • Establish and maintain an organisational strategy framework to ensure consistent, evidence-backed strategic direction and delivery.
  • Create and oversee outcomes-based performance measurement systems to monitor the impact and benefits of strategies and service delivery.
  • Design and provide insightful organisational analytics combining predictive and diagnostic data, customer, community, and social research to support evidence-based strategies and policies, evaluate benefits, and improve services.
  • Manage and lead the Council's Community Satisfaction Survey and various customer and community engagement projects, including deliberate engagement panels, to enhance service planning and evaluation.
  • Develop a robust network throughout the organisation to build capabilities in strategic and evidence-based practices, applying systems thinking in all project implementations.
  • Provide leadership to cultivate a high-achieving strategy and insights team, promoting a culture that values data-informed decision making through mentoring and influencing various stakeholders.

Desired Skills and Experience

  • Advanced expertise in strategic and social planning, research methodologies, analytics and evaluation, and engagement techniques.
  • Proven ability to lead strategic document creation and implementation initiatives.
  • Exceptional communication skills, adept at drafting high-level strategic documentation.
  • Capability to engage diverse stakeholder groups, fostering cooperation and support, while coaching and influencing across business and service areas to adopt data-driven insights and improved governance.
  • Strong analytical and investigative skills with an ability to logically assess issues and present results effectively.
  • Prior experience in Local Government or deep understanding of the sector is advantageous.
  • Excellent facilitation and stakeholder engagement skills, capable of leading workshops and research activities internally and externally.
  • Well-honed business acumen, financial literacy, problem-solving capabilities, analytical thinking, and ability to clearly distill complex concepts for varied audiences.
  • Proficiency in communicating strategic and innovative ideas that guide decision-making within departments, senior leadership, and Councillors.
  • Exceptional written and verbal communication abilities.

Qualifications

A degree in strategic planning, public policy, social planning, business strategy, economics, organisational performance, or related fields, coupled with extensive relevant experience in strategy, research, analytics, organisational performance, or policy development.
