Role overview
This position supports the EXPO2030 Riyadh program by handling contract administration work across both pre-award and post-award activities. The role focuses on preparing, issuing, tracking, and managing lower-complexity contracts and agreements, while also assisting with more complex commercial matters when needed.
The project is part of Expo 2030 Riyadh, a global event centered on sustainability, innovation, and long-term urban legacy. The wider program covers early works, utilities, and public spaces, with the site later transitioning into a mixed-use development for the community.
Work arrangement and location
This is a full-time office/project role based in Riyadh, Saudi Arabia. Relocation support is authorized for both national and international candidates as a single assignment.

Bechtel has delivered large-scale infrastructure and other complex programs worldwide for more than a century. The organization works across infrastructure, nuclear, security and environmental, energy, mining and metals, and manufacturing and technology sectors, covering services from planning and investment through start-up and operations.
EXPO2030 Riyadh is planned as a major international platform running from October 2030 to March 2031 and is expected to attract more than 40 million visits. The master plan spans 6 km² and includes 491,100 m² GFA, with capacity for up to 197 participating countries and 29 international organizations.
What the job involves
The role involves drafting and managing routine contract and agreement documentation, keeping contract progress under review, and alerting management to any commercial concerns. It also includes preparing correspondence, trackers, meeting minutes, presentations, variation orders, amendments, and related documents, subject to approval requirements.
Pre-award responsibilities
Before contracts are awarded, the administrator will support tender development from start to finish, including preparing and issuing tender packages and closing out queries. The role also covers organizing meetings and workshops, preparing execution documents with the customer team, and maintaining control and status reports.
In addition, the position contributes pre-award reports, presentations, and other program documents aligned to the EXPO2030 vision, along with any other related tasks assigned at this stage.
Post-award responsibilities
After award, the role supports implementation of contract and commercial management procedures and helps monitor compliance with contract terms and conditions. It includes reviewing general terms to spot risks, ambiguities, conflicts, and deviations from scope, then helping identify the required follow-up actions.
The position also works on resolving contract issues as they emerge, ensuring deliverables are collected for handover and close-out, and preparing post-award reports, presentations, and other program materials in support of the project vision. Additional post-award duties may be assigned as needed.
Experience and knowledge needed
A bachelor's degree or international equivalent is required, along with 6 to 8 years of relevant experience.
Strong English communication skills, both written and spoken, are essential. The role also calls for solid business writing ability, strong documentation and record-keeping habits, adaptability, good organization, flexibility with changing priorities, and working knowledge of MS Office.
Helpful background includes familiarity with law, negotiations, or cost engineering; exposure to contracting regulations, pricing, contract law, accounting, or claims; and experience with lump sum, unit price, and cost-plus contracts. Experience in construction, design, services, and O&M contracting is also preferred, as is knowledge of the Middle East or Saudi Arabia, Arabic language ability, and presentation skills.
