Overview

Hume City Council, a rapidly growing and culturally diverse local government in Victoria, Australia, invites applications for a Connected Hume Partnerships Officer on a fixed-term full-time contract over two years. The position is part of the Community Health & Wellbeing team and offers an annual salary of $99526.96 plus superannuation.

Primary Responsibilities

  • Lead the creation, coordination, and submission of the Partners in Place Plan including strategic direction, theory of change, annual plans, and budget alignment with VicHealth timelines and approval protocols.
  • Manage and support the design and rollout of Connected Hume projects consistent with VicHealth's Neighbourhood and Built Systems prevention priorities and the Council’s Plan 2025-2029.
  • Facilitate and strengthen the Connected Hume Place-Based Coalition, encompassing leaders from community, government, non-government, and sector groups to promote collective health and wellbeing actions.
  • Build and sustain effective partnerships with community groups, neighborhood centers, health and social service providers, schools, and other stakeholders across the municipality.
  • Engage priority groups—especially First Peoples and Culturally and Racially Marginalised communities—in co-designing neighborhood activation and health-focused initiatives.
  • Implement culturally respectful and inclusive community engagement strategies that incorporate health equity in project planning, execution, and governance.
  • Comply with VicHealth Monitoring, Evaluation and Learning plan demands, including data gathering, reflective learning sessions, and evaluations at program level.
  • Contribute to strategic planning and continuous enhancement within the SPHC Unit by sharing insights and lessons from Connected Hume to guide future prevention efforts.

Required Experience and Qualifications

  • Proven track record in planning and executing community-based programs or projects within health, social services, local government or community sectors.
  • Knowledge of Place-Based health promotion and prevention frameworks focusing on long-term planning, systems thinking, and health equity principles.
  • Experience engaging with First Peoples and Culturally and Racially Marginalised groups through culturally safe co-design methods that ensure meaningful participation in health initiatives.
  • Familiarity with VicHealth’s Partners in Place program, prevention system frameworks and MEL processes or quick adaptability to learn these.
  • Competence in stakeholder engagement and partnership management across government, non-government organizations and community groups.
  • Capability in program reporting, monitoring, evaluation, milestone tracking and financial reconciliation is desirable.
  • Understanding of local government functions and planning systems is an advantage though not mandatory.
  • Tertiary degree or higher qualification in Public Health, Health Promotion, Community Development, Social Planning, Project Management or related disciplines; alternative formal qualifications coupled with significant relevant experience are considered.
  • Possession of a current driver's license is required.
