About the Role

The ASAB ESS Program operated by KBR delivers comprehensive base operating support for Ali Al Salem Air Base in Kuwait, ensuring mission readiness and operational efficiency. The Community Planner role focuses on coordinating the planning and management of community-related physical and human factors, including regional, urban, and land use planning to support installation infrastructure and development.

Key Responsibilities

  • Coordinate compatible land use and infrastructure developments on and off the installation, incorporating regional and local environmental perspectives.
  • Plan, budget, and execute projects supporting assigned programs utilizing cost estimating tools for government project estimates.
  • Gather data and assess factors impacting installation physical development, maintenance, and infrastructure management.
  • Prepare planning studies employing analytical tools and conduct qualitative and quantitative data analysis.
  • Collaborate effectively within a team environment to support U.S. deployed forces.
  • Ensure all contractual deliverables and performance objectives are met and submitted to government authorities.
  • Engage and coordinate with a diverse, multi-skilled, and international workforce.
  • Be available within two hours’ notice for meetings with Government personnel on installation as needed.
  • Maintain continuous delivery of services to approximately 4,000 personnel, ensuring accuracy within a 10% variance.
  • Manage government and contractor property responsibly, including facilities, equipment, tools, information, and data safeguards.
  • Comply strictly with US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instructions (AFI), and local regulations.
  • Undertake additional duties as assigned.

Work Environment & Physical Requirements

  • Work occurs indoors and outdoors with possible exposure to heat, cold, dust, noise, and chemicals.
  • May require overtime, shift work, and occasional to frequent travel based on contractual demands.
  • Potential exposure to hazards necessitating personal protective equipment like hard hats, gloves, steel-toed boots, hearing protection, safety glasses, and specialized body armor.
  • Physical activities include lifting up to 35 lbs individually, team lifting up to 50 lbs, climbing, extended sitting or standing, stooping, bending, and stretching.
  • Must be prepared to support missions in wartime or contingency environments.

Qualifications

  • Bachelor’s degree in Community Planning, Architecture, or Engineering; extensive community planning experience may substitute for degree requirement.
  • At least 4 years of relevant work experience in similar project roles.
  • U.S. citizenship and possession of a valid U.S. driver’s license.
  • Valid U.S. passport book with minimum 13 months’ validity and six blank visa/stamp pages.
  • Possession and maintenance of an active U.S. SECRET Security Clearance.
  • Fluency in reading, writing, speaking, and understanding English.
  • Compliance with CENTCOM MOD-15 theater deployment prerequisites.

Preferred Qualifications

  • Completion of Air Force Installation Planning Principles course (AFIT WENG 519) is highly advantageous.
  • Experience establishing DOD/USAF Bare Bases and managing installation changes and growth.
