Job description
Position Summary
This role is responsible for leading and coordinating complex program development work within an assigned division. The position works closely with outside agencies and community partners, while also handling a mix of administrative and technical responsibilities tied to the assigned area.

Essential Functions
These duties are essential to the role and may be performed with or without reasonable accommodation.
- Guide the planning, coordination, and supervision of behavioral health and social service initiatives, including oversight of staff and day-to-day activities in the assigned area.
- Set program goals and objectives, establish service methods and schedules, and help create, review, and apply policies and procedures.
- Use systems analysis and management methods to solve operational problems. Build practical processes for collecting, scanning, filing, and managing program data and project records, and verify that information stored in databases is complete and accurate.
- Lead the planning and execution of behavioral health and social service projects, ensuring all phases of the program are coordinated and monitored effectively.
- Handle special research assignments, prepare technical and management reports, respond to information requests, and provide timely, accurate data to support departmental decision-making.
- Assess training needs across the department and special programs, then develop and deliver training as needed.
- Manage external contracts and memorandums of understanding for projects involving other public agencies.
- Monitor special departmental programs and activities, identify areas where services can grow or improve, and recommend solutions.
- Act as a team lead for cross-departmental and agency workgroups, and represent the department on public and private committees when assigned.
- Support budget preparation and administration, make budget recommendations, and track spending and funding commitments through the funder database.
Additional Duties for Youth & Family Services Assignments
- Plan and coordinate social service projects that may include recreational, educational, and community-based activities, while supervising staff and program activities.
- Oversee scheduling, monitoring, and overall management of programs with a focus on recreational, educational, and community services.
Additional Duties for Gateway/Gateway West Assignments
This position may be based in an emergency shelter serving people experiencing homelessness, either the existing 400-bed facility on the far west side of the city or the Gateway Center, which is still under development. The role is embedded within the shelter and provides oversight and support to contracted agencies delivering direct services to shelter guests. Some interaction with guests may be required.
Supplemental Functions
- Stay informed about new developments in the field and apply relevant updates to programs when appropriate.
- Complete other related duties as assigned.
Working Conditions
Environmental: Work is performed in an office setting and involves regular exposure to computer screens.
Physical: The role may require the ability to sit for extended periods of time.
Minimum Education and Experience
Applicants should have a bachelor's degree from an accredited college or university in social work, psychology, public administration, public relations, or education. Candidates must also bring five years of managerial experience in education or community program implementation and coordination, including at least two years in a supervisory capacity. Education and directly related experience may be substituted on a year-for-year basis where applicable.
Additional Requirements
A valid New Mexico Driver's License is required, or the ability to obtain one by the hire date. The selected candidate must also obtain a City Operator's Permit within six months of hiring. A Licensed Independent Social Worker (LISW) credential is preferred.
