Role Overview

The Community Justice (LEAD) Case Manager is a key member of the REACH team, providing outreach, engagement, and intensive case management to individuals involved with low-level drug-related offenses and/or prostitution. Managing about 25-30 cases, the role involves close collaboration with LEAD partners, service providers, housing resources, and community organizations to support participant needs and system navigation.

Responsibilities

  • Collaborate with staff to transform harmful systems, promoting equity and better community health and safety relating to substance use and homelessness.
  • Participate in organizational efforts to address and uproot systemic inequities linked to white supremacy and settler colonialism.
  • Conduct outreach on streets and at service locations to engage participants and build trust.
  • Evaluate each participant’s chemical dependency severity, housing status, and additional needs such as medical or mental health care.
  • Assist clients in accessing funding programs including SSI, ABD, and VA benefits.
  • Support participants in locating and maintaining stable housing.
  • Create and update individualized service plans that address basic needs and goals around health care and substance use reduction or treatment.
  • Develop and maintain relationships with a variety of service providers including Sobering Centers, DSHS, treatment providers, health and shelter services, landlords, and legal representatives.
  • Deliver structured intensive case management adhering to program policies.
  • Coordinate and build partnerships with LEAD stakeholders including local police departments and prosecutor offices.
  • Advocate for participants in the criminal justice system, facilitating court appearances and communications.
  • Attend operational and staffing meetings with team partners consistently.
  • Accompany clients to appointments as necessary.
  • Assist participants with budgeting and shopping planning.
  • Identify gaps in community resources and advocate for systemic improvements.
  • Maintain participant records in line with program and state requirements.
  • Adapt to new or evolving duties as assigned.

Qualifications and Skills

  • High school diploma or equivalent minimum; additional education or training preferred.
  • Proven ability to engage respectfully and build alliance with individuals experiencing homelessness and co-occurring disorders; street outreach experience is advantageous.
  • Knowledge of harm reduction principles and commitment to serving marginalized populations.
  • Experience advocating for clients within the criminal justice system including managing court processes and related communications.
  • Strong interpersonal, verbal, and written communication skills.
  • Understanding and commitment to racial justice, social equity, and fostering an inclusive environment for clients and staff.
  • Excellent organizational skills, ability to prioritize and independently manage tasks efficiently.
  • Dependability, resilience under pressure, openness to change, willingness to learn, and teamwork orientation.
  • Strong attention to detail and discretion in handling sensitive information.
  • Conflict resolution and de-escalation capabilities, setting professional boundaries effectively.
  • Computer literacy including Microsoft Office or Google Workspace tools; proficient with email, calendaring, videoconferencing, internet navigation, and related technologies.

Schedule and Compensation

This full-time position operates Monday through Friday from 8:00 AM to 5:00 PM. The salary ranges from $73,500 to $87,500 annually, with new hires typically starting at the base rate plus up to $2,000 for bilingual skills or higher education credits.
