About the Role

Ofgem stands at the heart of the UK's energy system, committed to protecting consumers and fostering a secure, equitable, and sustainable energy future. As an essential government regulator undergoing profound transformation, technology underpins every aspect of Ofgem's advancement. The Digital, Data and Security Services team is raising the bar by enhancing its technological framework, augmenting internal skills, and implementing modern platforms such as Microsoft Azure, Salesforce, and Workday. This pivotal Chief Technology Officer (CTO) position offers an opportunity to lead this evolution and shape Ofgem's technological progress.

Key Responsibilities

  • Lead the core technology and platform operations, encompassing platform and systems engineering, network and firewall management, and architectural oversight to ensure robust support for regulatory and delivery activities.
  • Provide strategic technical leadership in large-scale transformation initiatives, notably the implementation of Workday for finance and HR, alongside advancing Salesforce and CRM functionalities.
  • Strengthen the technology team's capabilities, culture, governance structures, process effectiveness, and accountability, fostering confidence and operational independence following significant organizational changes.
  • Chair the Technical Design Authority and define architectural standards to ensure a future-proof technology roadmap and enhance cloud utilization.
  • Manage demand, prioritize tasks, and align stakeholder expectations with realistic delivery goals, instituting clear governance and sequencing protocols.
  • Mitigate shadow IT by engaging constructively with stakeholders, enhancing trust in centralized technology governance, and curbing unauthorized technology adoption.
  • Collaborate with government counterparts, including the Department for Energy Security and Net Zero, GDS, and other key groups to maintain alignment with wider government technology strategies.
  • Oversee vendor and systems integrator relationships, ensuring clarity, coordination, and commercial acuity within a complex but streamlined team environment.
  • Anticipate the impact of emerging technologies such as AI within the next three to five years to innovate more effective and resilient services.

Candidate Profile

The ideal candidate will be an experienced, emotionally intelligent technology leader adept at guiding teams through change with sound judgment and influence. Candidates may come from backgrounds in business architecture, enterprise architecture, solutions architecture, or broad technology leadership. Expertise in Microsoft technologies, managing complex platform environments, and navigating ambiguity is essential. While government or public sector experience is advantageous, demonstrated ability to lead, influence senior stakeholders, develop team skills, and elevate technology's strategic role is paramount.
