About the Company

We are a Saudi micromobility and technology enterprise that manages shared mobility, fleet services, and mobility initiatives throughout Saudi Arabia.

Role Overview

We are on the lookout for a dynamic and decisive Chief Operating Officer to steer end-to-end execution, daily operations, business expansion, and organizational effectiveness. This role commands hands-on leadership across multiple departments, ensuring accountability and improving overall performance to boost revenue and business growth. The COO will work closely with the CEO and serves as Deputy CEO during the CEO’s absence or delegation.

Primary Responsibilities

  • Translate directives from the CEO and Board into actionable plans with clear deadlines, roles, and measurable targets.
  • Ensure follow-through on Board resolutions and enforce decision implementation across departments.
  • Establish management routines including meetings, reporting, KPIs, and accountability frameworks; actively identify risks across operational, financial, commercial, and organizational dimensions.
  • Manage the micromobility fleet daily operations nationwide, including vehicle logistics such as deployment, collection, charging, maintenance, and warehousing.
  • Enhance fleet utilization, service standards, customer service levels, and cost-effectiveness while minimizing downtime, theft, and other operational disruptions.
  • Lead incident response efforts and optimize systems for monitoring operational metrics.
  • Seek new revenue streams by exploring additional cities, market segments, service offerings, and partnerships with governments, corporations, and strategic partners.
  • Oversee major projects and expansions ensuring timely, budget-compliant delivery and coordinate cross-functional teams in operations, technology, finance, procurement, and HR.
  • Foster a performance-driven culture with clear KPIs and accountability, lead recruitment, and staff development efforts.
  • Maintain financial oversight including budgeting, forecasting, cost control, contract negotiation, and profitability enhancement.
  • Collaborate with technology teams to improve products, automate processes, bolster reporting capabilities, and enhance customer experience.
  • Serve as Deputy CEO when needed, representing the company externally and supporting high-level strategic and operational decisions.

Candidate Profile and Qualifications

  • Minimum five years in relevant operational or executive leadership roles, ideally including deputy COO, operations director, or equivalent.
  • Experience managing multi-disciplinary teams, budgets, suppliers, and diverse business functions in small or growing companies.
  • Strong knowledge of Saudi business culture, government relations, and stakeholder management preferred; Saudi nationals favored.
  • Fluent Arabic and professional English proficiency.
  • Ability to work effectively with technical teams and understand technology-based products.
  • Prior experience in sectors such as technology, micromobility, transportation, logistics, fleet management, or government and corporate project delivery is advantageous, though direct micromobility experience is not mandatory.
  • Proven leadership traits: bold decision-making, practical problem-solving, commercial acumen, accountability orientation, and calmness under pressure.

Success Metrics in Initial 90 Days

  • Acquire comprehensive knowledge of company operations, staff, projects, finances, technologies, and challenges.
  • Identify critical risks, operational inefficiencies, cost overruns, and accountability issues.
  • Implement clear responsibility frameworks and a robust company-wide monitoring and reporting system.
  • Address persistent operational issues and identify avenues for revenue growth and cost reduction.
  • Build a prioritized pipeline of new commercial opportunities and deliver a growth and execution plan to leadership.
  • Demonstrate substantial improvement in organizational discipline, communication flow, operational speed, and deliverables.

Decision-Making Authority

The COO holds full authority to manage daily operations, direct workforce efforts, conduct negotiations, authorize routine operational matters, and protect company interests ensuring uninterrupted functioning. Major strategic changes require prior approval from the CEO and, if needed, the Board, with subsequent accountability for execution.
