About RTX EU and Role Overview
RTX Fintech (Europe) Ltd (RTX EU), the European arm of RTX Holdings Inc (USA), is a fintech start-up specializing in global trading of Interest Rate Swaps derivatives. Following a successful US launch in 2024, RTX EU is finalizing regulatory approval from the Central Bank of Ireland to operate a Multinational Trading Facility (MTF), targeting a launch in Q3 2026. The COO/CIO position will begin in September 2026, based in the Dublin 2 office, requiring onsite presence every workday.
RTX is a compact, agile organization requiring commitment, adaptability, and a focus on achieving business targets amid expansion into new markets and evolving service offerings. It serves a limited clientele primarily comprised of major investment banks across the EU. Operating under strict regulatory oversight demands professionalism and effective communication within both a client and regulatory context.
Key Duties
- Translate CEO's strategic goals into operational plans and actions.
- Supervise daily business functions to ensure operational efficiency aligned with corporate objectives.
- Manage and optimize human and technological resources.
- Track key performance metrics and promote continuous enhancements.
- Lead IT strategy, covering functional needs, software applications, and data governance.
- Oversee IT budgeting, procurement, infrastructure including desktop, network, systems support, and cybersecurity.
- Ensure compliance with data protection laws and regulation.
- Collaborate across executive teams on initiatives and strategic business development.
- Align technology capabilities with business priorities.
- Build and nurture high-performing operational and IT teams fostering accountability and continuous growth.
- Implement staff training and development initiatives.
Qualifications and Experience
- Bachelor’s degree in computer science or related fields; advanced degrees such as MBA or Master’s in computer science or management preferred.
- Extensive leadership experience in complex technology environments.
- Prior involvement in the financial services or trading sectors preferred.
- Familiarity with Interest Rate Swaps market is an advantage.
- Strong knowledge of operations management and IT best practices.
- Excellent leadership, communication, and interpersonal abilities.
- Proven capability in strategy formulation, budget management, and performance optimization.
Additional Information
- Role based in Dublin, Ireland; applicants must reside in Ireland due to regulatory mandates from the Central Bank of Ireland.
- This role is classified as a Pre-Approval Controlled Function (PCF), requiring regulatory approval before hire.
- Senior position reporting directly to the RTX EU CEO and indirectly to the RTX Group Chief Technology Officer in New York.
