Job description

Position Overview

The Center for Discovery is seeking a Chief Operating Officer (COO) to lead daily operations and ensure the execution of the CEO's strategic vision at their Rock Hill location. The COO will oversee key departments including medical and clinical services, education and training programs both school-based and online, along with facilities management. This role drives major strategic projects such as the Children’s Specialty Hospital, the Transitional Living Community Skilled Nursing Facility, and NYSDOH Article 28 Clinics. The COO also manages workforce development initiatives including staffing, recruitment, retention, and the ATLAS program.

Key Responsibilities

  • Manage day-to-day operational activities across Rock Hill campus and related programs ensuring high standards of care and regulatory compliance.
  • Supervise major programs including the ATLAS program, online education, TLC Skilled Nursing Facility, the Children’s Specialty Hospital, and Article 28 Clinics.
  • Coordinate cross-departmental efforts to optimize teamwork and service delivery.
  • Lead workforce planning and training initiatives supporting organizational growth and interdisciplinary collaboration.
  • Oversee implementation and progression of strategic projects including facility development and program expansion.
  • Manage financial aspects such as budgeting, cost control, revenue cycle, Medicaid reimbursements, and regulatory compliance with agencies like OPWDD, NYSDOH, and OMIG.
  • Drive process improvements and infrastructure upgrades including facility renovations and technological enhancements.

Qualifications

  • Master’s degree preferred in Business Administration, Healthcare Administration, or a related discipline.
  • At least 10 years experience in operations management, with executive leadership specifically involving the IDD population.
  • In-depth knowledge of OPWDD regulations and Article 28 compliance requirements.
  • Strong communication skills for clear presentation and collaboration across diverse teams.
  • Ability to maintain confidentiality and demonstrate cultural sensitivity.
  • Detail-oriented in data handling and organizational tasks.
  • Capable of working both independently and in team settings with strong analytical and problem-solving aptitude.
  • Effective organizational skills with flexibility to handle shifting priorities.
  • Residency within reasonable proximity to TCFD headquarters to enable prompt emergency response.

Compensation

The estimated salary range is $325,000 to $375,000 annually, subject to qualification and education. This is indicative and not guaranteed.
