Role Overview
The Chief of Instructional Leadership Development leads efforts to enhance curriculum, instruction, and assessment practices through professional networking opportunities for district staff and school leaders in alignment with curriculum standards. This role involves building capacity via sustainable coaching approaches, guiding district leadership to set goals aligned with organizational priorities, and fostering a collaborative culture focused on high student achievement.
Key Responsibilities
- Facilitate targeted and effective opportunities to improve curriculum, instruction, and assessment techniques through professional collaboration networks for district personnel and school leaders.
- Design and manage a research plan to discover, assess, replicate, and document exemplary educational practices.
- Establish, maintain, and support collaborative coaching methods enabling district and school leaders to become reflective practitioners in their instructional leadership roles.
- Lead and advise district and school leadership teams in setting goals consistent with the Department of Defense Education Activity’s (DoDEA) mission and principles.
- Oversee a team of professional educators who act as consultants, coaches, collaborators, presenters, and facilitators across districts.
- Promote and sustain a cooperative and high-expectation environment among Center for Instructional Leadership personnel and leadership teams to commit collectively to improved student performance.
- Identify gaps in training and education, directing the creation of intervention methods and professional learning opportunities to address these needs.
- Supervise and provide strategic guidance for effective curriculum integration and innovative instructional and assessment approaches.
- Model root cause analysis to identify inconsistencies between goals and current statuses and develop strategic solutions to enhance achievement outcomes.
Qualifications and Requirements
- Must be a U.S. citizen; male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement regarding Selective Service compliance.
- Proof of U.S. citizenship is mandatory.
- Employment subject to background investigations including Tier 3 (T3) investigation with Childcare Checks due to interaction with minors.
- Direct deposit for salary payments is required.
- A possible two-year probationary supervisory period may be imposed.
- Compliance with DoD civilian employment standards for foreign areas and employee return rights is mandatory.
- Applicants must not be considered Ordinarily Resident under the applicable Status of Forces Agreement (SOFA) in the host country.
- Must undergo a two-year trial period assessing fitness and suitability for continued employment based on performance, conduct, and agency needs.
Education and Experience
- A Master's degree in Educational Administration, Curriculum and Instruction, Learning and Design (Staff Development), or a related education field from a regionally accredited U.S. institution (or equivalent, verified via credential evaluation for foreign degrees).
- A minimum of five years of general experience in relevant educational roles such as teaching, curriculum development, educational research, assessment and evaluation, professional development, special education, or administration.
- At least four years of specialized supervisory experience managing PreK-12 curriculum, instruction, assessment, professional development, or special education programs, including three years at leadership positions such as District Superintendent, Chief Academic Officer, or equivalent roles.
