Chief, Model Transformation (HSCRC Chief III)

Overview

The Health Services Cost Review Commission is hiring a Chief of Model Transformation to help drive implementation of Maryland’s Achieving Healthcare Efficiency through Accountable Design (AHEAD) Model. This role supports agency leadership in advancing model transformation and program development, while also shaping and updating HSCRC policies within the Commission’s regulatory authority and the terms of the model.

What You Will Do

You will work closely with the Center for Medicare and Medicaid Innovation, state agencies, providers, the state-designated health information exchange, and other partners to design programs, align policy work, and support successful implementation. The position involves both qualitative and quantitative analysis to guide strategic, operational, and policy decisions; tracking compliance with model requirements, deliverables, and timelines; and overseeing assigned policy initiatives with a focus on continuous improvement. You will also prepare reports, recommendations, and other policy documents that advance Maryland’s healthcare transformation goals and support effective administration of the AHEAD Model.

Minimum Qualifications

Applicants must hold a master’s degree from an accredited college or university in Public Policy, Public Health, Health Administration, or a closely related discipline, along with five years of professional experience and exposure to CMMI’s AHEAD model.

Preferred Background

Strong candidates will have detailed knowledge of Maryland’s AHEAD model contract, familiarity with CMMI processes and models, and experience with earlier Maryland model iterations such as the Total Cost of Care Model and the All-Payer Model, as well as knowledge of Maryland hospital reimbursement.
