Role summary

The City is hiring a Chief Information Officer / Executive Director, Information Technology to provide senior leadership for the IT function. This role is responsible for setting strategic direction, improving service delivery, aligning technology with business priorities, and supporting citywide transformation through process improvement, digital solutions, and change management.

Key responsibilities

  • Define and guide the long-term technology vision for the department and ensure it supports the goals of the corporation and its agencies, boards, and commissions.
  • Lead continuous improvement efforts and introduce modern practices that improve service delivery.
  • Oversee the day-to-day effectiveness and efficiency of the IT department.
  • Build, coach, and inspire a responsive team of IT professionals.
  • Recruit, hire, and develop qualified talent.
  • Set objectives, priorities, and deliverables for the department.
  • Foster a work environment that is supportive, productive, and empowering.
  • Balance service expectations with the protection of corporate technology assets.
  • Work with corporate stakeholders to shape IT strategies that meet current and future business needs.
  • Support special corporate and community initiatives involving technology implementation.
  • Oversee all information technology resources.
  • Provide direct leadership for the city’s infrastructure, enterprise systems, services, and all devices connected to the corporate network.
  • Direct the procurement of technology products and services.
  • Develop and maintain technology policies and procedures.
  • Lead training design and delivery for departmental and corporate staff.
  • Ensure the security and integrity of corporate data.
  • Manage the preparation and monitoring of the operating and capital budgets for the IT department and corporate technology projects.
  • Prepare reports and deliver presentations to management and City Council.
  • Carry out occupational health and safety responsibilities under the corporation’s health and safety program.
  • Complete other related duties as assigned.

Qualifications

Candidates must meet one of the following education and experience combinations: a graduate degree in Computer Science, Business Administration, Engineering, Sciences, Information Studies, Math, or an approved Ontario Ministry of Education equivalent with at least six years of experience in an information technology environment; or a university degree in one of the same fields, or equivalent, plus more than ten years of progressively responsible management experience, preferably in an IT setting.

The successful candidate must be able to travel to offsite locations quickly when needed. If driving is required, a valid lawful driver’s licence and a driver’s abstract will be required as a condition of employment.

Strong oral and written communication skills are required, along with solid administrative and interpersonal abilities for working with City Council, provincial and federal representatives, boards and commissions, other service areas, and IT staff.

The role also requires a strong understanding of current technology, including hardware, software, systems, programming, and telecommunications; extensive problem-solving and crisis-management experience; and experience negotiating complex contracts with vendors.

General knowledge of accounting principles, budgeting, forecasting, and short- and long-term planning is also expected.

The role requires the ability to build effective working relationships with staff at all levels, elected officials, unions, and the public.

Knowledge of the Occupational Health & Safety Act, its regulations, and associated workplace hazards is expected.

The selected candidate must complete and remain current with the corporation’s Management Certificate Program requirements. Completion of the Art of Supervision Program or a similar supervisory program is considered an asset.
