Role overview

The Chief Human Resources Officer is a senior executive role responsible for guiding the department’s People and Culture agenda. As a member of the executive leadership cohort, the position works closely with the Deputy Director-General, Corporate Services and provides independent, high-level advice to the Director-General, executive leaders and other senior stakeholders on challenging workforce, organisational and people issues.

The role shapes enterprise-wide workforce strategy, including planning for future capability, succession, talent and leadership development. It also contributes to department-wide strategy, governance, reform and organisational performance. This is an important opportunity to influence workforce direction, leadership capability and public sector reform across the organisation.

About the department

The Department of Housing and Public Works supports Queenslanders through housing assistance, homelessness services, public works, procurement, infrastructure delivery and industry reform. The department is focused on developing a capable, inclusive and future-ready workforce that helps deliver government priorities, strong public value and better outcomes for communities.

What you will lead

  • Provide strategic advice to executive leaders on complex workforce matters.
  • Set the direction for enterprise workforce planning, leadership capability and succession planning.
  • Oversee organisational performance, remuneration and workforce governance.
  • Build cross-government partnerships that help advance workforce and leadership reform.
  • Lead workforce analytics, reporting and people insights to support evidence-based decisions.
  • Champion inclusive, high-performing and psychologically safe workplaces.

Candidate profile

The department is seeking a leader with a strong record of achievement in a large, complex organisation and well-developed executive leadership capability. You should be able to turn human resources strategy into practical workforce and organisational outcomes, while leading change and helping build a confident and capable workforce.

Success in this role will also depend on the ability to work across portfolio boundaries, contribute to shared executive leadership outcomes, and represent the organisation in complex stakeholder, government or cross-sector settings. Strong judgement, integrity, strategic adaptability, communication, negotiation and influencing skills are essential.
