Chief Executive Officer - Downstream

Overview

We are looking for a visionary Chief Executive Officer (CEO) to spearhead the expansion and transformation of a Midstream or Downstream Oil & Gas company based in the GCC/Middle East region. This role demands a commercially astute and experienced leader with a track record of successfully building, acquiring, financing, and growing energy enterprises while ensuring lasting shareholder value.

Key Responsibilities

• Develop and implement corporate strategies for business growth and expansion.
• Lead investment planning, mergers and acquisitions, joint ventures, and capital fundraising efforts.
• Champion business development, drive commercial growth, and achieve operational excellence.
• Oversee delivery of multiple projects and investment portfolios valued in multiple billions of USD.
• Hold full profit and loss accountability, targeting revenue growth, EBITDA enhancement, and overall profitability.
• Cultivate and maintain strategic partnerships with investors, national and international oil companies, engineering contractors, financial institutions, and government entities.

Candidate Profile

• Executive leadership experience in Refining, Petrochemicals, Specialty Chemicals, Fuel Marketing & Distribution, Integrated Downstream Operations, or Energy Trading sectors.
• Demonstrated success in establishing, leading, and expanding downstream operations with responsibility for P&L, M&A, investments, and managing large-scale projects.

Required Qualifications and Experience

• A Bachelor’s degree in Engineering is mandatory; possession of an MBA is preferred.
• At least 20 years of experience within the Oil & Gas industry, with over 10 years in senior executive roles such as CEO, President, Managing Director, or Executive Director.
• Proven builder and investor background with demonstrable experience in establishing, acquiring, and scaling Midstream or Downstream businesses.
• Experienced in managing multiple multi-billion USD projects and investment portfolios.
• Full ownership of P&L responsibilities with a strong record in Mergers & Acquisitions, Joint Ventures, project financing, capital acquisition, and corporate strategic planning.
• Extensive networking capabilities with National and International Oil Companies, Sovereign Wealth Funds, Private Equity, EPC contractors, financial institutions, and governmental agencies.
