Role overview
This position supports federal acquisition operations as a core team resource, with a focus on contract administration, acquisition lifecycle support, policy review, reporting, documentation, and coordination. The work must align with RFO, HSAR, DHS, and ICE standards throughout every deliverable.
The role is based in Washington, DC and requires strong English communication skills, including the ability to read, write, speak, and understand the language fluently.
What you will do
- Use federal acquisition knowledge to support a wide range of acquisition-related tasks.
- Work across the full acquisition lifecycle, from identifying the need through contract, program, and project completion.
- Review, interpret, draft, and apply acquisition and program/project management procedures, rules, policies, regulations, and guidance.
- Apply knowledge of Federal Strategic Sourcing Vehicles to assist with planning and execution.
- Support government contracting work involving Firm Fixed Price and Time & Materials arrangements.
- Handle Request for Quotation and Request for Offer activities as needed.
- Work with Homeland Security Acquisition Regulation requirements.
- Demonstrate working knowledge of the competencies reflected in the Contract Management Body of Knowledge.
- Use Microsoft Excel and related database or project tracking tools at an advanced level for reporting and monitoring.
- Assist with requirements packages and acquisition documents such as statements of work, performance work statements, statements of objectives, specifications, acquisition plans, market research files, independent government cost estimates, evaluation materials, determinations and findings, justifications and approvals, and contract file records.
- Track deliverables, milestones, acquisition phases, procurement lead times, risks, issues, and corrective actions, and prepare regular status updates for government review.
- Support post-award administration tasks including surveillance, QASP-related records, non-negotiated contract modifications, option exercise support, and responses to inquiries from ICE OAQ, ICE OFM, and DHS stakeholders.
- Help with contract closeout activities and maintain organized acquisition and financial records.
- Coordinate with program, acquisition, financial, and technical teams to resolve delays, document recommendations, support audit readiness, and keep records organized.
Required qualifications
- Bachelor's degree from an accredited university.
- FAC-Contracting (C) Level III certification, or at least 5 years of recent federal acquisition support experience.
- Practical knowledge of federal acquisition processes and lifecycle management.
- Ability to understand, apply, and develop acquisition and program/project management rules, procedures, policies, and guidance.
- Strong reporting and computer skills, especially with MS Excel and other tracking tools.
- Knowledge of Federal Strategic Sourcing Vehicles.
- Understanding of government contract types such as Firm Fixed Price and Time & Materials.
- Familiarity with RFO processes and HSAR requirements.
- Working knowledge of Contract Management Body of Knowledge principles.
- Ability to support acquisition planning, market research, IGCE development, evaluation documentation, surveillance, administration, and closeout.
- Ability to manage electronic contract files with proper naming, numbering, version control, and audit-ready organization.
- Ability to produce weekly and monthly reports, maintain milestone and risk logs, capture meeting notes, and track action items.
- Ability to receive favorable ICE personnel security vetting, complete DHS/ICE nondisclosure and security paperwork, and protect sensitive, procurement-sensitive, proprietary, Privacy Act, and CUI/SBU information.
- Preferred experience includes Microsoft Word, Excel, PowerPoint, and Outlook, plus strong communication, analytical, and research skills.
- Prior exposure to DHS, ICE, HSI, federal law enforcement, or national security environments is preferred.
- Experience with acquisition policy analysis, audit responses, FOIA or protest support, contract surveillance documentation, or CPARS inputs is preferred.
