Role Overview

The Business Development Manager dedicated to the Public Sector will be a pivotal contributor to Ollen's expansion in Saudi Arabia, focusing on cultivating and converting opportunities within government institutions, semi-government bodies, ministries, commissions, public investment entities, national programs, and public-private partnerships. The role demands strong stakeholder engagement skills and an ability to effectively position Ollen’s comprehensive capabilities to senior public sector decision makers.

Key Responsibilities

• Build and oversee a targeted pipeline of prospective public and semi-public sector engagements across Saudi Arabia.
• Utilize established networks with senior stakeholders, advisors, program managers, procurement teams, PMOs, and transformation offices.
• Identify public sector needs where Ollen's expertise in research, strategy, growth planning, customer experience, branding, retail environments, digital platforms, project coordination, execution oversight, or economic development can add value.
• Initiate and nurture senior-level dialogues to position Ollen as a trusted partner for transformations, service enhancements, destination developments, or citizen engagement improvements.
• Monitor public sector initiatives, direct-award opportunities, Requests for Proposals (RFPs), framework agreements, procurement pathways, and partnership options.
• Collaborate with Ollen’s leadership and delivery units to shape proposals, scopes of work, capability documents, and commercial offers.
• Manage the complete business development process including target identification, stakeholder mapping, outreach, relationship management, opportunity qualification, proposal coordination, negotiations, and transition to delivery teams.
• Maintain detailed records of pipeline status, stakeholder information, procurement schedules, revenue forecasts, and required follow-ups.
• Represent Ollen at senior-level meetings, governmental engagements, sector events, market forums, and strategic discussions.
• Provide insights on the Saudi public sector landscape including key entities, programs, decision-makers, procurement practices, competitors, and market trends.

Experience and Qualifications

• Between 4 and 7 years in business development, government relations, strategic partnerships, consulting sales, public sector advisory, or similar institutional client roles.
• Proficiency in managing RFP platforms and preparing competitive proposals.
• Established network within Saudi's public sector, semi-government bodies, national programs, and public investment environments.
• Demonstrated success in establishing senior-level relationships with government officials, advisors, procurement and program management personnel.
• Experience marketing or developing professional services in consulting, strategic design, customer experience, project management, communications, economic development, or transformation projects.
• Sound knowledge of public sector procurement processes and criteria in Saudi Arabia.
• Ability to operate within complex stakeholder landscapes, address lengthy decision-making processes, and comply with formal procurement protocols.
• Strong commercial acumen to differentiate genuine opportunities from general networking.
• Exceptional communication, presentation, proposal coordination, and relationship cultivation skills.
• Fluency in Arabic and English highly preferred.
• Good understanding of Saudi Vision 2030 goals and governmental decision-making culture.
• Familiarity with AI tools application is advantageous.
• Academic credentials: Bachelor’s degree mandatory, ideally in business, public policy, economics, marketing, strategy, engineering, or relevant fields.
