Overview

This opportunity is with a partnered organization seeking a Business Analyst focused on Child Welfare systems and technology modernization within the United States. The role entails bridging the gap between business leaders and technical teams to design and implement technology solutions that enhance services directed toward children, families, and communities.

Key Responsibilities

  • Collect, examine, document, and validate detailed business, functional, technical, policy, and operational requirements.
  • Create and maintain user stories, acceptance criteria, functional specifications, process documents, and requirements traceability matrices.
  • Collaborate closely with business stakeholders, child welfare experts, implementation vendors, and technical teams throughout project phases.
  • Support backlog grooming, prioritization, and ongoing management to ensure alignment between solutions and organizational goals.
  • Facilitate Agile practices and principles, fostering continuous improvement and effective team collaboration.
  • Participate actively in Scrum ceremonies, stakeholder consultations, and cross-team coordination.
  • Analyze current business operations, performance data, and metrics to identify gaps, risks, inefficiencies, and opportunities for enhancements.
  • Assist in system and user acceptance testing, data validation, and assurance of solution quality.
  • Maintain comprehensive project and system documentation along with delivery performance metrics.
  • Contribute to project governance and business analysis processes supporting child welfare technology modernization efforts.

Candidate Profile and Qualifications

  • A Bachelor’s degree is required; however, equivalent experience of an additional four years may substitute the degree requirement.
  • Possess 3 to 5 years of experience as a Business Analyst in child welfare, CCWIS, case management, human services, or related government technology systems.
  • Demonstrated ability to gather, analyze, document, and manage business and functional requirements within Agile frameworks.
  • Skilled in developing user stories, acceptance criteria, process documentation, and managing requirements artifacts.
  • Experience supporting Agile teams through Scrum-related ceremonies, testing, and cross-functional collaboration.
  • Strong analytical, problem-solving, and critical thinking abilities to interpret data and deliver actionable solutions.
  • Proficient in communicating complex business, policy, operational, and technical concepts to diverse audiences.
  • Effective stakeholder management skills to collaborate with business leaders, technical teams, vendors, and program stakeholders.
  • Experience managing activities spanning multiple teams in dynamic project environments.
  • Preferred knowledge of child welfare programs, case management platforms, and CCWIS modernization initiatives.
  • Agile certifications such as SAFe or Scrum certifications are advantageous.
  • Must be a U.S. citizen or Green Card holder and able to clear government background screening.
