Overview

Join the Defence Infrastructure Organisation (DIO) in a critical role based in Lisburn, Northern Ireland, where you will spearhead excellence in Building and Civil Engineering across Scotland and Northern Ireland. You will support some of the most strategically significant infrastructure assets of Defence, including airfields, fuel infrastructure, accommodation, and training facilities, with the goal to deliver and maintain infrastructure that enables Defence capability.

Role Responsibilities

  • Provide technical leadership and strategic oversight in maintenance, compliance, and infrastructure projects for the Defence Estate.
  • Influence engineering strategies across a diverse, multi-billion pound Defence estate.
  • Implement Net Zero and sustainability initiatives such as solar power, electric vehicle charging, and low-carbon heating systems.
  • Support contracts for maintenance services, refurbishment, new construction, and ensure all engineering solutions meet safety and compliance standards.
  • Manage high volumes of complex technical outputs, respond rapidly to operational risks and compliance issues.
  • Maintain strong collaboration with military customers, suppliers, government stakeholders, and industry partners.
  • Ensure safety standards are met related to asbestos, gas, electrical, fire safety, fuels, legionella, and DSEAR management.
  • Encourage continuous improvement and support a healthy, safe, and inclusive working culture.
  • Provide guidance and mentoring to enhance team skills and professional development.

Candidate Profile

  • Degree (BSc) in Building and Civil Engineering or related engineering field; or BTEC/SQA HNVQ/HNC/HND qualification with substantial relevant experience in construction, infrastructure, or engineering.
  • Experience in either Building or Civil Engineering; dual expertise preferred.
  • Membership of relevant professional bodies such as CIOB, IWFM, or RICS.
  • Full UK driving licence essential due to location and travel requirements.
  • Strong communication and stakeholder management capabilities, with ability to influence and manage complex projects.
  • Capable of fulfilling Government Property Career Framework requirements, including analytical decision making and health & safety compliance at practitioner level.

Terms & Conditions

  • Permanent position with 37 hours per week; role is primarily site-based in Northern Ireland with travel across Scotland, Northern Ireland, and nationally as needed.
  • Flexible working options are supported, but the volume and complexity of tasks make reduced hours or job-sharing unsuitable.
  • Salary of a346,040 per annum plus a Civil Service defined benefit pension scheme with an employer contribution of 28.97% (valued at a313,337).
  • 25 days annual leave rising to 30 days after five years, plus 5 days additional stress and strain leave, and enhanced parental leave.
  • Access to on-site amenities including free parking, sports and social clubs, gym, shops, and subsidised canteens at most MOD sites.
  • No relocation expenses provided, and new civil service hires will undergo a six-month probation period.
  • Smoking policy prohibits use of tobacco and related products on Defence premises with limited exemptions.
