Overview

The National Environment Agency (NEA) serves as Singapore's principal authority overseeing the funeral services industry regulation. This role is pivotal in updating and enhancing regulatory frameworks to adapt to demographic trends, industry changes, and public health requirements. The Memorial Facilities Planning Division leads efforts in licensing, monitoring, and developing the funeral services sector.

Role Responsibilities

  • Lead the evaluation and revision of existing licensing systems, identify regulatory shortcomings, and propose policies to broaden and reinforce industry governance.
  • Design and manage industry-wide surveys with collaborators, analyze data to reveal capacity constraints, and convert findings into concrete recommendations.
  • Review and innovate enforcement mechanisms under the strengthened licensing framework.
  • Engage professionally and empathetically with funeral industry stakeholders to ensure regulatory measures are practical and feasible operationally.
  • Utilize data-driven approaches to underpin evidence-based policy and regulation decisions.
  • Continuously assess and update policies and regulations to align with the evolving industry environment.
  • Adjust to shifting objectives and contribute collaboratively to multi-divisional initiatives as needed.

Candidate Requirements

  • Demonstrated experience in policy formulation, regulatory roles, or strategic planning.
  • Skilled in statistical evaluations and data visualization with proficiency in tools such as Excel, R, Python, or comparable software for handling large datasets.
  • Proven ability in engaging with stakeholders, particularly industry groups or trade associations.
  • Knowledgeable about government procurement protocols and workflows.
  • Strong analytical and problem-solving capabilities to navigate complex regulatory challenges and develop viable solutions.
  • Proactive in policy development and regulatory reform, with a commitment to guiding initiatives from design through to execution.
  • Exhibits sound judgment and can work autonomously while managing multiple concurrent projects.
  • Effective communication skills, both written and verbal, capable of articulating ideas clearly to varied audiences including senior leaders and industry participants.
  • Collaborative disposition, adept at working across internal departments and with external parties.
  • Thrives in dynamic settings managing diverse priorities and stakeholder expectations simultaneously.
  • A self-motivated individual demonstrating a growth mindset and ownership for delivering outcomes.
  • Maintains professionalism and applies discretion in managing sensitive situations.
